News to some but it only Happens in Enga

The National Reports that Keas villagers stormed the Wabag police cells on Monday night and freed four of their men who were locked up on Sunday afternoon.
Enga police commander Supt Martin Lakari told The National yesterday that the Keas villagers, living near Wabag town, came in numbers at around noon, over-powered five policemen and used a bolt cutter to cut open the locks and freed the four detainees.
Lakari said 16 other detainees were in the cell but decided against following the four out of the cells.
He identified the four escapees as Pesara Pambai, William Pambai, Nilin Pambai and Minjuk Pambai.
Lakari said the four, who are brothers, were charged with attempted murder, wilful damage and causing grievous bodily harm and were supposed to appear before Wabag District Court yesterday morning for mention.
He said police arrested the four on Sunday for setting up an illegal roadblock and attacked a local businessman, damaging his vehicle.
They resisted when police came to arrest them and attacked four senior police officers at the Premier’s Hill.
He said the manner in which the detainees walked out of the cell was very questionable.
Lakari said there was a possibility the villagers had collaborated with the policemen on duty to free the four brothers.
Lakari said none of his policemen were hurt or injured during the attack.
He said he suspended three of the five policemen on duty and ordered them to go after the escapees and bring them back to police custody.
He, however, allowed the two other officers, who are juniors, to continue work while an internal police investigation was underway.
Lakari said if an investigation revealed that the duty policemen had helped the four brothers to escape, the officers would face criminal charges.
‘They would be charged with aiding prisoners to escape from lawful custody.
He said if the investigation revealed that the police officers were negligent in their duties, then the officers would face disciplinary actions.
He said yesterday afternoon the three suspended police officers rearrested Pesara and took him back to police station where he was charged with escaping from lawful custody.
Lakari said Pesara’s three brothers were still at large.
He said the breakout occurred after police refused bail for the four brothers on two occasions (Sunday and Monday) when approached by their Keas tribesmen.

    Supt Martin Lakari said yesterday afternoon that he suspended detective Snr Const Mokoso Maliso for releasing Pisara Pambai, the former Wabag town mayor on K1,000 bail.
    Lakari said he instructed his policemen that Pambai and three of his brothers should not be released on bail because they assaulted his policemen.
    Police had gone to arrest them for allegedly attacking a local businessman on Sunday afternoon in Wabag when they were assaulted.
    He said Pambai was charge with causing grievous bodily harm and would also face other possible charges when he was released.
    He said Maliso would be charge for what appears to be a compromise when he released the Pambai on bail.
    Lakari said he had instructed officer-in-charge of the investigation unit to investigate the conduct of this member before appropriate disciplinary charge were laid against him.
    In a related incident, more policemen guarding the police cells were suspended following the escape of 13 prisoners at the beginning of the week.
    He said these were shift officers who worked from 4pm-midnight and midnight-8am shifts.
    They may face disciplinary action for negligence and the escape was probably an inside job, Lakari said, adding that it there was no duty policemen present when cell locks were cut from the outside by the Keas villagers to free the prisoners.
    Lakari said now they were working to recapture the rest of the escapees still at large.
    Meanwhile, Pambai told The National from Wabag yesterday that he was wrongfully arrested and charged.
    He said his three small brothers were attacking a businessman and police under the influence of alcohol.
    He said since the incident happened on Sunday in front of his house at Premier’s Hill, he went out and tried to stop his brothers when police arrived around 5pm and arrested his brothers.
    Pambai said he followed the police to the station on the same afternoon around 7pm when he was also locked up in the cell.
    He said as a former mayor of Wabag and a reserve policeman he had a good working relationship with all the policemen and did not attack the four policemen.
    He said he was a community leader and he tried to stop his boys from causing trouble.
