Somare’s carbon scam full of holes

While Prime Minister Michael Somare is on his extended international tour, pleading with the international community to hand over billions of dollars in return for carbon strategy stitched together by international consultancy firm, McKinsey’s for a cool $2.2 million dollars, the true nature of his carbon scam is only too apparent to keen observers.

On one front there is the continuing scandal of rampant illegal logging.

Illegal logging like that at Musa Pongani which is now encroaching into the Managlas Conservation Area.

The Authorities have been aware of the logging for more than 9 months but despite repeated pleas from landowners, the Malaysian loggers, protected by local police, continue to plunder the forests and the illegally harvested logs pile up on the beach while the local forest officer drives around in a logging company vehicle.

Meanwhile, nobody seems to know whether Somare’s Climate Change Minister has been sacked or not.

Potape claims his sacking is not trueA gazette notice on the 27th said Potape had been stripped of his duties, presumably by a Prime Minister aware of the corruption allegations about millions of dollars missing from the MPs Komo district accounts.

But a day later the (ex) Minister claimed the gazette was a forgery and that he has not been sacked.

Meanwhile Somare seems to have decided to ignore the issue and is refusing to clarify whether or not he has sacked the Minister.

To make matters worse, local NGOs are up in arms about the government’s failure to consult about its carbon plans, claiming in emails to the United Nations and letters to the government that

1. McKinsey’s are managing the whole REDD process in PNG, rather than acting as ‘technical advisors’
2. PNG representation at the international meetings such as Bali and Copenhagen is handled by foreign minders with no consultation with PNG organizations or government bodies
3. PNG politicians, bureaucrats and civil society have no idea about what is being said or negotiated on their behalf, and
4. PNGs sovereignty has been hijacked

Instead of bleating on like a lost sheep about the international community’s failure to honour its funding promises to less developed nations Prime Minister Somare should reflect on the complete mess in his own backyard that is ensuring he will never get his hands on the billions of dollars he and Kevin Conrad dream about.
