Governor Parkop a contentious man at the peril of NCDC

Keeping the NCD Governor under tabs in this column should not be viewed as an orchestrated maneuver by this blog to discredit the politician, a man must be given what is due, but in saying that though, not all that meets the eye and is perceived as rosy of the Governor, is a depiction of order and harmony and fiscal discipline in the operation of NCDC.

It is therefore in the best interest of public knowledge and good governance to highlight covert and illegal activities which pervade the organization under the hand of the Governor. Of intermittent, is the consistent and persistent abuse of Commission budgetary allocated funds year-marked for projects, which tops the list of some of the worst administration and management interference and blunders a politician could be embroiled in. 

According to an insider, "the Governor has consistently hijacked funds year-marked for social services operational activities of NCDC to fund politically hatched and mooted activities at will since been in charge. The politician according to the source, is “no longer a level-headed politician he once had been in entering the pond of power, the politician is a pseudo now". 

This comparison could not be anymore truthful with revelations from the same source that the inner political circle of the Governor concocted a politically hastened budget of some K50 million plus in the beginning of the year to divert away Commission year marked funding for its sanctioned programs. The budget projections apparently had been determined by the Governors first secretary and executive officer who happen to be limited in all forms of financial and project management skills, let alone their legitimate standing in the organization to appropriate public monies. 

The dysfunctional state of most of social services functions of the Commission at present is evident of the Governors intentions to bleed core functional and operational areas of the organization to their natural death. The politician’s actions within the organization is now turning out to be very contentious, where the management of the Commission is put under enormous undue pressure by the Governor, whose rational seem more often than not to favor his political lynchpins than a much more professional management team.
This reliable source suggests that, the Governor, says one thing toward the management team of the Commission and a completely different thing to his own crusaders whose persistence and threats to circumvent procedures and processes of the Commission only renders the management as mere rubber stamp and doers of Governors wishes. As coals are to burning coals, and wood to fire, so is a contentious man who kindles strife. The Governor is a very contentious man at the peril of the Commission.

The management of NCDC is constantly been subjected to the political patronage of the Governor which is undermining continuity, the Commission’s set medium and long term goals and objectives, and institutional values.

It is happening within the shop floors of the City-Hall, where apart from the Governor's hell-bent awarding and misprocurement of services, the Governor is intentionally embroiled in the sabotage of meritocratic systems of the Commission by constantly dictating to the management to engage unqualified, unprofessional and poorly established individuals, contractors, and political cronies, to carry out technically specialized contractual works. 

That is how bad it is, that some core functions of the Commission simply can not be performed such as road marking, effective garbage collections, and other compulsory and critical municipal services. According to the source, the Governor has embarked on a welfare spin at the expense of effective municipal service delivery. Commission funds are diverted to compensate conflicting ethnic groups, repatriate dead bodies, compensate residents for all manner of injuries sustained in the city. 

The Governor impetuously commits NCDC funds through pledges and donations without management consent and advise. The abuse of power and misappropriation of Commission funds by the Governor is considered by the management as unprecedented.
