The Story of the Bedroom Cabinet

Papua New Guineans, we have a serious problem on our hands. We have a government that wants to assume absolute power for one thing only. To enrich themselves. The Judicial Conduct Bill (JCB) was not passed to regulate the judiciary as we are led to believe. It was passed to safeguard and enrich themselves and settle personal scores. This government assumed power through a political coup in August 2. Their actions was illegal as per the SCR. They have tried every trick in the book to legitimize their rule but every time they do so, it seems another law is made. Two wrongs will never make a right, however hard you try. The current law was made to shoot several birds with one stone.

These are the birds.

1. The lawyer advising the current government was Professor Nongorrs wife (Tiffany Nongorr now Tiffany Twivey). They had a nasty divorce and the lady is seeking retribution. By reliable accounts she has been the absolute government legal expert and drafted and advised on almost all the laws passed to date. So the first bird is Tiffany’s revenge on Professor Nongorr.

2. If you can remember a case between landowners and ramu NiCo. Tiffaney Twivey was the landowners lawyer. She lost the case based on the fact that the Ramu NiCo was a government decision. Now using the current JCB, she can actually go back and successfully challenge RamuNiCo. The Second bird is Tiffany’s revenge on Ramu NiCo.

3. The current government knew that the case for Kulunga and Yakasa will be in favour of Yakasa as the appointing authority is the original government before August 2. That is so because the courts cannot contradict themselves with two different decisions on a matter that is related. This brings us to the third bird, the government need to control the judiciary to swing a decision in their favour.

4. These regime has been spending money recklessly for several months. Since assuming office, a circular was isssued to finance to recover all moneys allocated for projects that haven’t been spent yet. Those monies were recalled without the knowledge of project implementors and now parked in trust accounts. Individual finance officers are signatories to those accounts so transactions bypass all scrutiny and are at the mercy of government ministers. By reliable accounts, this behaviour has the potential to burn a huge deficit hole in our budget and the subsequent devaluation of the kina like what happened in the late 90s. If a new government goes in, several ministers could be prosecuted for gross financial mismanagement, so the current one has to be in power to safeguard itself. In order to cater for the deficit which they assume the LNG project will offset easily, however the LNG is due to make money in 2014 so they have prepared an amendment to the treasury bill act to allow ministers to sign off on loans and that treasury bonds can be used to source loans. That will allow them to source loans to cover any budget blow-out and paint a saintly image to the public. So the fourth bird is to remain in power, to cover their financial mismanagement while sucking out from government coffers. They are buying more time to steal just in case the CJ and his bench throw them out.

5. Finally the whole idea of the bill was from O’Neill himself. You see O’Neill is a cunning man. He has gotten away with several cases where he defrauded the state. His business is made with stolen money. The PNGBC fraud case. The NPF case. The public service housing case where K40m disappeared with the help of Sir Fred Reiher. O’Neill knows the Sovereign Wealth Fund will be created from proceeds of the LNG project. As a southern Highlands man, he doesn’t want someone else to be the custodian of the funds. Hence the JCB will give parliament supreme authority to make decisions on the fund. The funds will be managed offshore and the parameters of the SWF act is not clear and explicit. To be frank, the funds will be at the mercy of the ruling class and their families. The poor grassroots of PNG and worst still the Helas will only dream of the benefits but someone else will enjoy it. Peter O’Neill doesn’t want to be left out of the boat and the law will give him power untill 2017 to secure his spot.

The last and the biggest bird is SWF or Sovereign wealth fund. The JCB law will give government complete control over the SWF and the Judiciary will be helpless to say anything when our leaders start stealing from us the people.

If you haven’t been warned, then now you have so there is no excuse. Sources are very reliable but stories have been generalised as much as possible to avoid linkage to the sources.


THE WRITING IS ON THE WALL. Every sane Papua New Guineans MUST PROTEST TO HAVE THE LAW REPEALED IN ITS ENTIRETY!!! It serves a more sinister purpose than what we are led to believe. And it was written by minds perverted beyond what you and I can accept. Evil is truly at the helm of our beloved Country.

  4. This is what the pm says on tuesday, the K60 million short fall will be funded to assist the electrol commission but will see how the business tax revenue comes & the six months election defferal is to do with budget overdraft, I o yu o....
