MORE LIES BY THE O’NEILL NATIONAL EXECUTIVE COUNCIL TO UNITECH STUDENTS - NEC Decision paper attached,.

It is often reported that the Sevua report gives a glimpse into the wholesale corruption at Unitech during VC Misty Baloiloi’s 18 year term as vice chancellor, and its extension to the governing council led by Chancellor Philip Stagg and Pro-Chancellor Ralph Saulep.  It is of critical value to make an accounting of the extent of corruption that occurred and which remains to be cleaned at the university.  That is why its release has been pressured by a wide range of stakeholders and other parties.  Release of the Sevua report has always been one of the two demands of the students.  It has also been taken on as a primary demand by anti-corruption activist groups in Port Moresby.

After their several attempts to threaten the students to abandon their boycott failed, there were  non-genuine attempts to appease the students.  Generally this has taken the form of offering false reasons to explain delays, or getting students to believe that the government has made progress when it has not.  The most recent example was the government saying that Dr Schram could come back to PNG. Then it was revealed that he could not set foot on campus (the reason for which has never been clearly revealed).  Then it was found out yesterday that the government did not even offer Dr Schram the type of legal visa he would need to resume his job as vice chancellor, but expected him to come in on a tourist or a business visa, neither of which would have allowed him to go back to his job. 

With respect to the Sevua report, the clear fact is that the completed report has been in government hands for 10 months.   This is mostly due to the obstructions of former HERST Minister David Arore, advised by OHE Director General David Kavanamur.  It was also due to the actions of lawyer John Napu, who serves on the interim council. 

Early in the boycott, the HERST Ministry and the prime minister stated that they could not table the Sevua report due to court order restrictions.  Mysteriously, they never backed up their statements by producing the court order they were blaming.   It is likely that they were lying.

The students heard this lame excuse and remained firm.

This week the government offered students another illusion of significant progress.  They stated that the NEC would finally table and approve the Sevua report.  This is a necessary step before implementation of the report’s recommendations.

Again, the government is lying to the students.

The proof of the lie is in the file (NEC Decision 270/2013) that is accessible with this article.   The truth is that the NEC has already tabled the Sevua report!  Seven months ago they approved its implementation!

If the government dares say that the earlier tabling could not be effected because of court orders, they should show the students this court order.   In any case, there is no need to table the same report a second time.   

The O’Neill government is again caught red handed engaged in delay tactics with the students at the same time as they demand the students get back to class!

The students should not end their boycott until the Sevua report is released.

The students should demand that the report be released in exactly the same form as it was submitted.  This government is completely untrustworthy.   There must be careful inspection of the report to make sure that the government has not made any fraudulent changes of the report, taken out pages, inserted information, or any other alteration.   The report must be released to public view and not just to a privileged few.

The Unitech Saga is now into its second year because the O’Neill government refuses to act honestly or play fair.  They do not deserve to lead this nation.
