NATIONAL FRAUD & ANTI-CORRUPTION ARREST LANDS OFFICER

On Friday 27th of March 2015 Detectives from the National Fraud & Anti-Corruption Directorate went into the Department of Lands Office and arrested a prominent Lands Officer.The complaint is in relation to a dubious and fraudulent conversion of one of the three [3] State Leases granted to the PNG Teachers’ Association on 18th November 2004. That State Lease is identified as Allotment 58, Section 48 and the other two are Allotmernt 57 and Allotment 59 all sharing the same section. The all three [3] state lease are situated and located at Waigani and are securely fenced all around until this dubious and fraudulent transaction and purported sale of Allotment 58, Section 48 by the accused and Sheila Sukwianomb. After the death of former NBC Board Chairman the late Cain Wosae, who was once a Department of Finance Deputy Secretary, the National Government appointed ex parliamentarian and Imbongu MP, Timothy Tala as the new NBC Board Chairman. Tala is a graduate Communications Engineer from the University of Technology in Lae in 1996. He served one term as a member of Parliament from 1997 to 2002. It took some months for Tala to take up his post after the announcement by the government as Memafu Kapera, had stalled all the appointment requirements and protocols for the new chairman to get into office. Memafu had enjoyed operating as a one man show at the NBC after the passing of Wosae without a fully functional board and a deputy managing director. He did not accept anyone to sit above or next to him and take orders from. To him there is no real need for a Board and a Deputy Managing Director at the NBC as he has this foolish notion that he had all things covered

AN OPEN LETTER TO THE EMBATTLED NBC MANAGING DIRECTOR

Dear Memafu Kapera, Can you be man enough to explain to the Government of Papua New Guinea and taxpayers about the social media queries regarding the controversial over excessive housing rental of your equally corrupt NBC Human Resource and Administration Director, Janet Amean. The solid proof and cheque numbers on excel spreadsheet is disclosed herewith again. Your silence on the issue may suggest you are guilty and has a lot to hide on other similar irregular payments and financial anomalies at the NBC. Just to refresh us all, Janet Amean was removed from the Department of Mining because she was incompetent over there. You dragged her over to the NBC and made her a Director because she is your neighbor for many years. You use her connections with politicians and people in the public service to secure your job and in return Amean can run amok and does whatever she pleases at the NBC and you don’t have the balls to control her. Shame on you and Janet Amean.

No-one would argue that frontline health workers and those who manage our health services have an ethical responsibility to save Papua New Guinean lives (You all swore oaths to save lives. The Member says the five faces shown in the main photo are “the faces behind the graffiti” on the swimming man sculpture at the Murray Barracks Roundabout. That is a finding to be made by a court, not some deeply ignorant member of Parliament. These CHILDREN are entitled to the presumption of innocence, like any other person suspected of a crime. They are entitled to the protection afforded to CHILDREN by Papua New Guinea and International law. CHILDREN like these may not be exploited for dirty, cheapskate political purposes by a dirty, cheapskate politician who not only does not know or respect the law, but who lacks any form of normal morality. POST ANALYSIS - RONNIE KNIGHT FOUND GUILTY OF MISCONDUCT IN OFFICE.

By BRYAN KRAMER Leadership Tribunal on Friday (20/3/15) handed down its ruling finding Member for Manus Open Ronnie Knight guilty of four out of the five allegations of misconduct in office against him. The first allegation was dropped for being similar as the third allegation that was sustained or upheld. Mr. Knight was referred to the Leadership Tribunal by Public Prosecutor acting on the referral and findings by the Ombudsman Commission (OC). The allegations were in relation to the purchase of a Vessel MV Manus Trader Star at a inflated price of K2.5m. Knight was found guilty of misconduct in office centred around the following issues during January 2013 and August 2013: 1) misappropriating K650,000 belonging to the Manus District Services Improvement (DSIP) Fund to purchase an outdated and unsuitable vessel that was 44 years old which was earlier negotiated by Mr. Knight and priced at K1.85m. AID Watch Australia Australia spends $577 million a year on aid to Papua New Guinea (PNG). Two key focus areas are anti-corruption related – law & justice, and governance. PNG has concurrently undertaken a number of national processes to combat corruption without Australian support. Five years ago today, the Finance Department Commission of Inquiry (CoI) in PNG uncovered widespread fraud involving senior bureaucrats and law firms from the period 2000 – 2006, with 780 million kina of public finances stolen. To this day, no action has been taken to implement the recommendations of this report. Since that time, there has also been a National CoI into Special Agricultural and Business Leases (SABL’s), the lease mechanism that provided the pathway for large scale land grabs to occur in PNG. By: Fr. JOHN M. GLYNN OL The subject of this report is a female Elementary School teacher in a remote Central Province Village Ms X teaches at the Elementary School in her village. This is fully registered Catholic Agency school. Total enrolment at the school is about 58 children ranging in age from 6 years to 8, with a few older. Ms X has remained without being paid since 2010. There is an Acting Teacher in Charge (TiC) who receives a salary. The real TiC is now a student at Teachers’ College and is still receiving his salary from the Department. Ms X’s history:- 2010 Ms X was recruited to teach at the village Elementary School. She attended a six week course at Mirigeda near Loloata Island which qualified her to teach the Prep Grade. The cost of the course was K1,110. Ms X found a sponsor who paid this money for her. Background facts Mr. Eremas Wartoto was arrested and charged in 2011 for two counts misappropriation relating to awarding of a contract to his company SWT to carry out repair and maintenance work at the Kerevat National High School in the East New Britain Province. The contract was processed and awarded through the office of the Department of Planning and Monitoring and not through the Central Supply and Tenders Board process under the Public Finance (Management Act) 1995. The State (Prosecution) alleges that SWT had inside knowledge and was able to quote for the lowest of the three quotations in the sum of K7.99m which the Department of Planning and Monitoring accepted.
