USE, ABUSE AND DUMP THE O'NEILL WAY, HOW WESTERN HIGHLANDERS ARE BEING PLAYED BY A CUNNING PM

My name is James Yoka Ekip. I am from Hagen district, Western Highlands Province. I contested the Hagen Open seat in the last election (2012). Below is my opinion of what's happening with the Electoral Commission and the scamming and defrauding of funds from the State.
I now see the “writing on the wall” clearly. Peter O’Neil is behind all the dirty politics that has been happening in Western Highlands and Hagen politics.

My conclusion and that of most Western Highlanders and Hageners is that Prime Minister Peter O’Neil has created this problem between Mr. Duma and Mr. Wingti and he is using the two leaders against each other. In the process he is finishing both of them. He is talking to one leader and saying one thing and talking to the other leader and blaming that leader for some of his decisions going against that leaders favor.

PM blamed Wingti for the none funding of Hagen City Authority in the 2017 national budget and Duma slaps Wingti on the floor of parliament because of it.
So far PM has been smart with the two Hagen leader and the end result is the Hagen town we see. Hagen city problem is the hand of PM, James Marape, Issac Lupari and the Maladina brothers those working and associating with the PM.

Let me refresh your memory, PM escorted Governor Wingti to the Kapal house ground breaking ceremony and Kagamuga airport opening and made duma look small and less powerful in the eyes of the Hagen and Western Highlands people. He even demoted Duma and removed him from the Petrolum and Energy ministery. PM humiliated Duma even more by not even inviting him to see the first shipment of LNG.

He assures Wingti and gives him confident that he trusts him and not Duma.
Things start to change slowly and Duma’s friends convince PM to give Duma a ministry and he was given the Minister of transport and infrastructure. After the vote of no confidence, PM confides more in Duma and Duma may have said and did things that looked in the PM’s favor. He may have said that Wingti was the man behind the vote of no confidence and more. He may have said Wingti is his real enemy in his quest to form government after 2017 national election. Therefore both agreed to finish Wingti off in 2017.

Duma has asked PM to empower him (duma) with two issues or things;

  • 1) more resources (money)
  • 2) government institution support (Electoral Commission) so he can finish wingti in 2017..
  • Electoral Commission & Appointment of Returning & Assistant Returning Officers.


The first thing PM does to make Wingti loose is directing the new Electoral Commissioner Mr. Patilias Gamato not to listen or honor the MOA signed with the Western Highlands Provincial government. He directs him to talk to Duma and follow Duma’s instructions.

The Electoral Commissioner does as directed by the PM and appoints Returning Officers and Assistant Returning officers outside those recommended by Western Highlands Election Steering Committee. Further, the Hagen open Returning Officer Paul Goimba has been associated with Duma since 2005. He was his district Administrator up to 2007 and then was appointed as RO in 2007. He ran the election and declared Duma without counting 5 casted ballot papers. The same Paul Goimba is the current Hagen District administrator and he has been appointed RO for Hagen now despite his name not being on the recommended list from the Provincial Election steering Committee.

The Electoral Commissioner has gone back on his word and appointed a current district administrator as the RO as directed by PM. Further, the Assistant Returning officer Andrew Kerowa was not on the provincial election steering committee recommended list but was appointed. Andrew Kerowa is Duma’s tribesman. He has been ARO since 2007. He was ARO in 2012 and was involved in the illegal decision to set aside 22 ballot box denying one third of Hagen voters choice of leader. The 2012 election result was disputed in the court of disputed returns.

Mr. Wingti goes onto media to complain and was immediately rebutted by Duma the next day. Nothing has been done to change the RO and ARO to date despite various complaints and protests.
PM and Duma planned and agreed before the matter of purchasing the ManuManu land went before Cabinet.It was all part of the plan to scam and defraud the state to help Duma get much needed funds to prepare for his campaign and win his seat and beat wingti as promised to PM . Much was printed and posted on the PNG blog page and shared elsewhere on social media. Copy or link is attached. Below is some more details of what happened and who is behind the deal and who ultimately stands to benefit in all this.

The same maybe happening to the Opposition leaders seat, Sam Basil, Gerry Juffa, Kerenge Kua and most of the other potential threat to PM seat. I believe Don Polye knew what he was saying. He had no choice but had to make the threat to help the Electoral Commissioner make some honest and fair decision. Its his life. He must be seen to be fair. Most people know what's happening and can see it happening. The EC knows why Don Polye said what he said.

So Now Duma has the system set and the resource available to win his seat and also ensure Wingti looses. BUT! We Hagener know what's happening. You have fooled our leaders and you talk behind our backs and you laugh about the condition of Hagen city. You think Hagen is gone. PM You think you have won but NO! You are wrong. The Hagen people are resilient and among the Hagen people a leader will arise and he will lead the Hagen people to their rightful place in PNG.

MARAPE & PAITA ABOUT TO SIGN AWAY PNG GOLD

They have given approval for the STATE of Papua New Guinea to sign away all gold rights to an Australian paper company in Refinery Holdings PTE LTD.
