CONSPIRING TO DEFRAUD STATE – WAGHI MEK PLANTATIONS LIMITED

Waghi Mek Plantations Limited was by far the single biggest Coffee Exporter between 1976-1989 when it ceased operations due to landowner disputes. It spans 11 plantations form North Waghi into South Waghi in the Jiwaka Province. The company is owned by North Waghi LLG (37.5%), South Waghi LLG (37.5%) and Hunter Richard Hagon (25%). There have been many attempts to revive the plantations to no avail.

During the National Alliance led government, Grand Chief Sir Michael Thomas Somare allocated K2 Million to Waghi Mek Plantations for rehabilitation exercise but disappeared in the swamps of Waghi Valley. A clever move led a Wilfred Gurika and Waldam Association received the K2 million, registered a Company called Waghi Mek Plantations Holdings and laughed all the way to the bank.

This year, Hon. Richard Maru has committed K20 for the rehabilitation of Waghi Mek Plantations Limited. Jiwaka Provincial Government (JPG) does not own any shares in the company nor is a party to any willing and dealings of the company, quickly seizes the opportunity and convenes a meeting without the consent or participation of the rightful shareholders and directors of the company and appoints a Paul Tumun to the Managing Director. Mr. Tumun then makes the announcement that Waghi Mek Plantations will be a subsidiary to Jiwaka Development Corporation Limited (JDCL).
This announcement has two implications of fraud;
(1). K20 Million will be paid to Jiwaka Development Corporation Limited, a business arm of Jiwaka Provincial Government whose directors are all Program Managers at the province including the Provincial Administrator. The K20 Million will be swallowed by the Swamps of Waghi Valley at Kurumul or
(2). Like what the Waldam Association did, JPG will register a Waghi Mek Plantations XXXX (whatever suffix) and channel the K20 million there.

The action by JPG is clearly a calculated move to defraud the state. This is a new province and all the development grants since 2012 have all disappeared and there is literally nothing to show for. Waghi Mek shapes at one of the biggest revenue generators for the province and country if proper processes are followed for good of the province and in the best interest of the stakeholders.

Therefore, on behalf of the people of Jiwaka, can someone please relay the message to Hon. Richard Maru to withhold/suspend the payment earmarked for Waghi Mek until Mr Hunter Richard Hagon and the North and South Waghi LLG representative approach his honourable office. Anyone other than the original shareholders are impostors colluding to defraud the state.
