He was PNC, part of PNC and served as the longest serving Finance Minister for seven (7) consecutive years in the PNC Party government. The inference I have deduced expressed in social media and talking to many of them is that,  the  poor leadership  that some leaders have provided  has hampered their progress and success. The conduct of some leaderships have set very bad precedence that has misled many of them. First of all it must be understood that any alteration to the Constitution must be passed by an absolute majority vote in parliament as per section 14 of the Constitution which means that the government needs the opposition's number. The introduction of the Bill (ICAC) was introduced 2014 where we saw a number of politicians and high profile individuals being investigated and prosecuted by several bodies that were not subjected to the directions of the NEC or for that matter. Comparing the 2017 electoral roll with population estimates by electorate based on the 2011 census, the Electoral Commission has created nearly 300,000 “ghost voters” in PNC controlled electorates.  This is 5,682 “ghost voters” for every PNC sitting member. This is over 10 times the number of “ghost voters” for non-PNC sitting members. PNC members are also being declared elected based on “mathematical impossibilities”. PNG’s vibrant democracy, including its extraordinary diversity and combination of individual choice and clan loyalties, may still be able to overcome such electoral bias in favour of O’Neill.
