2017 BUDGET BLUES - K40 MILLION SLUSH FUND ALLOCATED FOR PM's PERSONAL USE

by PNGBLOGS Prime Minister Peter O’Neill’s greed and corruption is on show again in the 2017 Budget, with K40 million allocated for his personal use. The slush fund is a new allocation, under the Treasury and Finance Miscellaneous category, entitled Prime Minister’s Commitments. Also in this category is K3 million for “PM’s Official Staff Determination Payouts”. Treasury and Finance Miscellaneous can be viewed on Page 187 of Volume 2a, 2017 Budget Estimates of Revenue and Expenditure for National Government Departments http://www.treasury.gov.pg/html/national_budget/files/2017/Vol2a-Revenue%20and%20Expenditure%20National%20Govt%20Depts.pdf No details of the new slush fund have been given. No reference was made to it in the Treasurer’s speech. No details are available of who or what the K40 million is to be spent on. There is no evidence of any acquittal requirements. This is a slush fund pure and simple and the Prime Minister and his Treasurer are trying to keep it secret

by MICHAEL PASSINGAN The wonderful thing about the social media is that at least some people involved in it try to dig deeper to uncover hidden truths.   Many were shocked when Mr Do Gooder, Kelly Naru, doing something kind of bad, like strongly endorsing the most corrupt PM in PNG's history during the recent Vote of No Confidence.  If you ask educated people living in or around Lae what they think of Naru, you hear several issues of concern: -he follows a strategy of putting his face in public places next to a face of Jesus Christ.  He puts these 2 images onto billboards, Kelly Naru with Jesus Christ in the background or above Naru's face. -before he was elected, for several years he was conspicuous in Morobe Province, giving money to this, that, and the other persons or groups.  Almost always  there happened to be a camera ready to record the event, so that both a photo and a happy story about Naru's gift giving would be published in one of the newspapers. 

O’NEILL AND BAKI’S SECRET CONSPIRACY LEAKED

My last FB post was in my disgust in the manner in which Paul Paraka Lawyers (PP lawyers) without conscience to the harm they do to name and reputation of others continue to bring in questionable claims for settlement by State. Today ( 1st of March 2016) PP lawyers asks me to apologize and withdraw the statement I wrote on the basis that they had secretly without many of us knowing, had a Supreme Court order of 11 July 2014, in the decision of their 2006/2007 matter against state ( SCR 15 of 2006 and SCR 3 of 2007). by JAMES MARAPE MP   Today I was informed of a circulation in FB and PNGBLOGS.COM website on latest Paraka Lawyers claim for money at Finance again for so call outstanding unpaid bills. Using this public forum may I confirm that this law firm unashamedly submits yet again another claim of K24.1million addressed to Finance Secretary. I was presented a copy of this claim and I feel this firm has lost its human and moral mind. For them to have the audacity to resubmit another claim after causing so much pain to some of us when in late October 2012 i instructed for State Solicitor to verify the Bills he submitted that time, yet he and few officers colluded to run four separate payments ( 14m im November 2012, 8m in Dec 2012, 6m in March 2013, 8m in May 2013). BREAKING NEWS: PAUL PARAKA SEEKS K24 MILLION PAYMENTS

by STEVEN ANDRE The law firm at the centre of fraud allegations involving the Prime Minister and many other high-ranking people in PNG is ‘striking again’. In a letter dated 26 th  January 2016, Paul Paraka writes to Secretary for Finance, Dr Ken Ngangen, for some outstanding payments of K24.1 million. The bills comprised of a K12.940 million principal amount as purportedly confirmed by two National Court Orders in 2007 and interest component of K11.170 million. Mr Paraka claims that the bills were cleared by the Solicitor General in 2005 and two National Court orders subsequently confirmed it. He claims that the bills were not paid in the past because there were some Supreme Court cases pending and now that the cases had been concluded in July 2014, the Department of Finance is legally obliged to make these payments, failure to which would result in contempt of court proceedings. SO DID O'NEILL REALLY RECEIVE A PRESTIGIOUS AWARD?

by BRYAN KRAMER Both the Post Courier and National newspapers published prominent articles last week (22/1/16) that the Prime Minister, Peter O'Neill, had been bestowed with the "prestigious" fellow membership award of the Institute of Certified Management Accountants (ICMA) of Australia. The Post Courier ran the headline "O’Neill bestowed with prestigious award" while the National published "O'Neill awarded for economic input". The story originated from a press statement released by the Prime Minister's office announcing ICMA to be a well-recognised institute which is associated with the Jubilee University of Papua New Guinea. O'Neill was presented the award after being nominated by former Finance Secretary Thaddeus Kambanei the now head of Jubilee University.
