COMMISSIONER GARI BAKI’S DIRECTIVE TO MONITOR ALL WARRANT OF ARRESTS

PASSINGAN   In a Minute dated 30/07/2015, controversial Police Commissioner Gari Baki wrote to his controversial Acting Deputy Commissioner Raphael Huafolo with the following contents: “This is to reiterate my previous instruction to the National Fraud Squad Anti-Corruption Directorate. No more Warrants of Arrests are to be obtained direct from the Courts. All requests for Warrants of Arrest by Police are to be referred to you for vetting and approval prior to referral to the Courts. Bring this to the notice of NFACD. Breaches will result in departmental action taken against officer concerned.” This minute is believed to have been circulated to all the Police throughout the country as there are fraud and corruption divisions and officers in all the provinces. Over the five-year life of the O’Neill regime, they have likely stolen or wasted more than K15 billion. These estimates are based on figures made public by the Prime Minister himself, Works Minister Francis Awesa and the head of Task Force Sweep, Sam Koim. They demonstrate the enormous cost to the nation and the people of Papua New Guinea of O’Neill’s corruption and incompetence. by PAUL AMATIO The recent reshuffle of the senior police hierarchy and command should not really surprise many. It was mooted earlier by Mr. Baki and has finally been effected. That includes the restructuring of the command structure. I guess that given the expansion in the population of the nation, such a restructuring is timely and beneficial to the constabulary. There only remains the task of finding enough men to fully outfit the various commands – not to mention the infrastructure and logistics required to maintain them and sustain them. But that is a political problem. Will the government give enough funding to ensure that this initiative by the Commissioner indeed fulfils its intention? With the 2017 General Elections around the corner, this structure also makes it much easier in terms of coordination, command and control. by BRYAN KRAMER Today's post Courier ran a front page story suggesting the Commissioner of Police Gary Baki is querying how confidential investigations by National Fraud & Anti-Corruption ended up being posted on Social Media. The daily paper quoted Baki having concerns as to why there was a need to go to media on public matters which are supposed to be confidential police investigations. He added that the actions of Mr Damaru and Mr Gitua undermined the integrity of the office of the Commissioner of Police. "This is a serious breach of discipline and amounts to insubordination. In fact they are treating the office of the Commissioner of Police with contempt. Why wasn't I briefed prior to the securing of the warrant of arrest?" Mr Baki said. The two names Geoffrey Vaki and Gari Baki rhyme but do they in conduct? Some Commonalities observed are as follows. APPOINTMENT Both men were budded (taken from outside) into the post of the Commissioner of Police by the Prime Minister Peter O’Neill under very suspicious circumstances. The appointments were made amidst imminent arrest of PM O’Neill relating to his approval of fraudulent payments to controversial law firm Paul Paraka Lawyers. The appointment and/or removal of Commissioner of Police just like any other head of a Department, goes through a merit based appointment process, which includes public advertisement, consultation with the Public Service Commission and NEC. BLUE SERVANT I read with dismay the numerous and disproportionate complaints in the print media about police inaction and inability to perform fully its constitutional obligations. I concur that performance and effectiveness of our police service have dropped over the years and will continue to spiral downwards if immediate intervention and action is not taken. Insufficient resources seem to be cause of non performance but I disagree with this reasoning. Hefty funding alone cannot solve the woes facing the organization. Security has not been guaranteed in this country despite the hundreds of millions of kina spent on the police service over the years. The RPNGC can solve its own problems without external intervention and additional funding. The police force has been on a path of self-destruction over the years but officers and men within are oblivious to the cancers eroding the fabrics of the organization. They are tight-lipped because they either fear the inevitable conseq
