MINISTER BLAMED FOR TERMINATING WILLIAM KAPRIS GUARDS

Correctional Services officers employed around the Beon jail in Madang to guard high profile bank robbery suspect William Kapris have been withdrawn, sparking fears that another Bomana style escape could be staged to free the man.
Officers from Port Moresby who were deployed in the high profile operation to guard convicted prisoner and the alleged bank robber have been ordered to return to Port Moresby.

The Order was issued by the Deputy Commissioner, Operations Henry Wavik who cited financial problems as the main factor to recall the guards back to Port Moresby.
This means that the high profile security operation for the most expensive prisoner has now come to an end and normal guard duties by Beon based officers will commence.
But the recall order has been questioned by some officers on the ground in Beon saying the withdrawal of CS Bomana staff will mean that they will be leaving Kapris alone, unguarded and unprotected. The CS members questioned why they were being recalled saying that “something fishy is going on.” If the CS minister was sidelined because of the Kapris saga, how could the Commissioner give orders to leave Kapris alone? Officers in Beon are confused and afraid as far as security for Kapris is concerned after he told it all in the video interview,” the officers told Post-Courier.

They said as discipline officers they would act on orders to go back but are concerned that something might happen when they leave. The Commissioners office when contacted referred us to the Deputy Commissioner Operations Henry Wavik who told us that “simply put there is no more money to continue this operation.”
“There is no ulterior motive or sinister motive as suggested by these officers on the ground because we just cannot keep them there without money.Hire vehicles used for the operation there in Madang cost K43,000 for every two weeks, each Port Moresby-based officer is paid K200 per day, Beon-based officers are on K25 per day numbering 60 and their allowance for the last four weeks haven’t been paid to them as yet and I don’t know we might pay them next year because there is no more money.”
Mr Wavik said for the Department to continue the operation they would need at least K200,000 which is not readily available.

“The Correctional Services Commissioner Richard Sikani had to go to Treasury and saw the Secretary Simon Tosali who bluntly told him that there is no more money for this operation,” Mr Wavik said.
Despite the withdrawal of the men, all logistical support will be there for the Beon based staff to carry out their duties but at a minimal cost including the hire of vehicles which will be on credit facility until such time that the department can settle it’s bills.
