PNGBlogs Exclusive: Private Security Intelligence Agency created by Peter O'Neill and LR Group to ensure O'Neill remains in power after 2017

Minister Peter O’Neill, his personal adviser Dr Jakob Weiss, Chief Secretary
Isaac Lupari and Police Commissioner Gari Baki are involved in a secret plot
with LR Group of Israel to create a private intelligence agency and secret
paramilitary spy force in Papua Guinea.
The
four have already handed over some of the nation’s most secret intelligence
information to LR Group, which is headed in Papua New Guinea by Weiss’s son
Ilan.
This
includes top-secret internal National Intelligence Organization documents and
the methodology whereby all PNG security intelligence operations cooperate and
coordinate activities and information.
These
organisations include NIO, the Defence Force, the Royal Papua New Guinea
Constabulary, Customs, and National Fisheries.
The
infiltration of the NIO by LR Group means that all of PNG’s security
intelligence networks have been compromised.
Oversight
and control of the network is now in the hands of LR Group, reporting directly
to the Prime Minister.
PNGBlogs knows that the Prime Minister’s secret plan has been implemented at least
in part, but no information is available as to the extent of implementation.
Some
LR Group non-commercial operatives are known to be in Papua New Guinea, and
others operate out of a safe house owned by
Ilan Weiss
in the Sydney suburb of Mossman.
PNG Blogs has been told that the Prime
Minister’s plan, developed in 2013, was kept secret from NEC and Parliament.
One senior O’Neill Government politician
told PNG Blogs: “No self-respecting NEC member or MP would ever agree to such a
sell-out of national security.
“This is tantamount to betrayal of the
nation.”
The plan is being implemented by an LR
Group associate company, Dignia Systems of Israel.
Internal Dignia documents state the plan
is for a “multi-year work program of
2013-2017.
“Introduction 2.1. At the request of
the Prime Minister of Papua New Guinea we were asked to conduct a survey within
Papua New Guinea, as defined by the Prime Minister's document.
“2.2.2.3. A team of experts from
DIGNIA stayed in Port Moresby (Papua New Guinea) between the dates of August
19th-30th, 2013, in order to carry out a survey to formulate recommendations to
improve work methods and procedures in the National Intelligence Organisation
(NIO) … and coordination between all the bodies involved in security in the
country.
“2.4. In actuality a comprehensive
survey was carried out within the NIO and in addition an examination of
intelligence coordination between organisations delineated by the client as
those responsible for national security affairs (Security: military, police,
NIO and others: Customs Authority, National Fisheries Authority).
“2.5. Coordination of the meetings
for the purpose of conducting the survey and the excursions was conducted by
the head of the NIO (Mr. Bruno Maika).”
Dignia describes itself as “a global
leader and trusted provider of security and defence solutions. Our customers
include military and internal security organisations, intelligence and law
enforcement agencies worldwide.”
In other words Dignia’s activities are the
same as LR Group’s activities in Africa and elsewhere - gun-running,
money-laundering, secret private armies, spying for corrupt leaders.
Dignia is Sandline all over again.
After it completed its survey, Dignia prepared
a report on NIO and its relationships with other agencies for the Prime
Minister, Dr Weiss, PC Baki and Mr Lupari.
The report contains a number of findings
and recommendations. The most important are:
2.8. The survey findings indicate
an inability of intelligence agencies in the country in general, and in
particular the NIO, to perform the basic tasks imposed on an intelligence
agency as a result of the critical lack of resources and the very low level of
professionalism.
2.11. Implementation of a project
based on recommendations presented below will lay a solid foundation for a
modern intelligence organisation whose members will possess the training and
operational capacity to cope with tasks relating to national security and will
provide intelligence research deliverables that will improve the tools which
the country’s decision makers possess in order to select the correct
