NBC STAFF DIDN’T GET THEIR PAY THIS PAY WEEK, IS THIS SIGN OF NATIONAL CASHFLOW PROBLEM

NATIONAL BROADCASTING CORPORATION (NBC) STAFF DIDN’T GET THEIR PAY THIS PAY WEEK, IS THIS SIGN OF NATIONAL CASH FLOW PROBLEM OR INTERNAL MANAGEMENT PROBLEM?

Another government organization that is facing financial problem in paying its staff this fortnight is the NATIONAL BROADCASTING CORPORATION (NBC). The staff of this once iconic government radio broadcasting organisation did not get their pay this week, which they normally get on Tuesday of the “lus wik”, as is known in the PNG parlance.

As of 4.06pm today (Friday 17th June 2017), the NBC staff did not receive their pay and they are now made to face the grim reality and difficult task of looking for other means to sustain their families over the weekend. They do not even know if they will get their pay next week, the same week (government pay week) when other government organisations will also be getting their pay.

The situation faced by NBC could be the same for other government organisations but we will have to wait and see if that will be the case or not.
The NBCs inability to pay its staff on time could be caused by two reasons and these are; either the government is facing cash flow problem, hence, could not release the monthly grant on time to NBC or, there is internal financial management problem where the NBCs expenditure is not properly controlled.

Whatever the reasons could be; the fact that the staff didn’t get their pay on time reveals that there are problems of incompetency in financial and economic management, either at the national economic level or at the organisational level which needs proper attention, intervention and address.
If the financial problem faced by NBC is because of the national cash flow problem the country is facing then the government needs to own up and say so. Even the Prime Minister and his Finance and Treasury Ministers with the heads of Finance and Treasury Departments need to resign for lack of prudent economic management causing difficulties for effective functioning of government entities.

The government should not tell lie to the people and the international community that there is economic and political stability in the country with positive economic growth because the reality is different. For how long can the government keep on lying because soon the reality of the economic situation will expose what has been kept hidden and will hit the nation like a tsunami.

 If the problem of NBC staff not getting paid this pay week is internal then the Authorities really need to look at how the NBC is being managed at the moment. There is probably lack of prudent financial management in NBC where expenditures are probably not controlled which is eating into staff salaries.
The Authorities should look at the competency of board composition and the function of the board and the composition of the management because if the problem is internal then, it’s the decisions of the board and the management that is impinging on how the finance of the organisation is managed.

There is so much talk of the NBC Board and its chairman and the acting Managing Director pushing unbudgeted requisitions for payment which is taking precedence over other budgeted programs and activities which could be the main cause of NBCs financial woes.

When we talk about corruption, we are quickly pointing our fingers at the Ministers, the Prime Minister and the Member of Parliaments and their dealings but we fail to look at the level of corruption that is prevalent at the bureaucratic or government organisations level that is really milking public funds in tens of millions of kina on the aggregate annually. The financial management problem at NBC must be seen in that perspective and the Authorities must quickly step into eradicate that problem.
