MASSIVE CORRUPTION BEHIND THE CLOSE DOORS OF PNG AIR (AKA AIRLINES PNG)

I write this report and would like to bring it to your attention without fear and favour and it is my part of fighting corruption for the betterment of the people for this country and the generation which are yet to come. Whoever has a chance of coming across this information, I would greatly encourage you to pass this information to any adequate/appropriate person that you think he or she is in such a position that has the capacity or ability to investigate and eliminate what I’m about to put out here. I would like to remind you all that corruption in this country has grown roots to all the systems that we have in place to bring this country and its people forward to a brighter tomorrow. It is very difficult to totally eliminate or weed out corruption no matter how hard we try every day. Practically we are fighting a losing battle but we must keep fighting with hope always and without fear or favour.
Here is the report on what is going on behind the closed doors of PNG Air actually headed and entertained by the current CEO (Mr Muralee Siva), former CEO (Garry Tommy) and the employed expatriate Managers within PNG Air that reports directly to him (CEO). It is so urgent that what I will be putting out in this written report of mine needs immediate attention from all of you my fellow radical Papua New Guineans. Something really needs to be done about this before this local airline company of ours goes into bankruptcy and closes down and therefore, I’m strongly appealing to any appropriate authorities or organisations, governments departments, NGOs and Individuals around the country to seriously look into this report.  Most importantly bear in mind that in this report of mine, I will only highlight just few things as to give you a fair idea of what is actually going on within our local airline. Like the other departments /divisions within the  airline, this  report will be based on what is specifically going on within the Engineering Division of PNG Air and bear in mind that the similar things are going on within the other departments of the airline as well. Actually it is a very complicated scenario in nature and to fully put everything into detailed form will be time consuming and stressful so therefore I strongly  hope and believed that what I’m about to put forward here will be fully understood in one way or the other. These issues have been going on for far too long within the closed doors of PNG Air and all of the employees of PNG Air are fully aware of what is actually going on but due to things like job securities, majorities have been remaining silent all these years.
Actually this is all about current administration within PNG Air (Airlines PNG) and the degrading financial impacts that hails. So far it has been realised that successive after successive PNG Air administrators have taken advantages through abusing the powers and discretions conferred upon them by the airline. Throughout these years the previous and current administration came up with self-centred policies and implementing them. Through the implementing those self-centred policies, they have been milking the second biggest airline company in this country financially and are still milking as I’m writing this report. The administrators are found to be a certain group of people or syndicates currently running  and milking the company (PNG Air) through constantly rewriting and manipulating the airline business policies, recruiting their own people from overseas (mostly Australians who happened to be ex-Skytrans workers and Australian based workers) through such things as breaching our (Papua New Guinean) Immigration and labour laws to suit their own interests and not in the best interests of our local airline, hardworking national employees, stakeholders, clients, general public and not even in the best interests or expectations of the Government of Papua New Guinea. Most importantly believe it or not, PNG Air’s business policies have been re-written or amended and administered constantly and laid out in such a real misconception form meaning that all policies seems to be stipulating company’s (airlines) business interests but in practical terms and applications, they are not. It is very obvious that the aftermaths or results hails from the implementations of these policies are of no full financial benefit to the airline, hardworking national employees, clients, stakeholders and expectations of the government of Papua New Guinea. Most of the expatriates permanently employed by PNG Air are found to be on business visas rather than on employment visas and too the kind of work they practically do here in PNG Air are different to what is actually stated in their visa applications. The system within the airline (PNG Air) has been so much manipulated and abused that ordinary employees can’t do virtually anything under their capacity especially when taking things like job securities into consideration.
Recently PNG Air has undergone restructure in which localization and cost-effectivity were two of the essential parts included in the restructure and now the company is in the mist implementing that restructure. The report here will be based primarily upon the restructure policies concerning localization and cost-effectivity and the aftermaths hails from the implementation of the restructure, but again note that the report here will be   based on what is happening within the Engineering Division of PNG Air and briefly on the overall Divisions of the PNG Air as required. As you may all know, PNG Air previously known as Airlines PNG is now no longer privately owned by Sir John Wild family and  instead the current major shareholders are NASFUND, MRDC, FLY RIVER PROVINCIAL GOVERNMENT and Individual Papua New Guineans and for sure it is truly a Papua New Guinean company  and ‘not a foreign(Australian) airline company anymore”. Now that the company is nationally owned, the name Airlines PNG has been rebranded to PNG Air which is part of the company’s restructure (strategic plan) that is now in place. The restructure took place almost four years ago and PNG Air is now in the mist of the implementation but, we have come to observed that localization and cost effectivity in terms of labour recruitment, training, cost and employment welfare for the national employees have never been fairly justified. It means that structural implementations currently carried out are totally biased and are not in the best interests of PNG Air, national employees, stakeholders and the airlines business interests but are all in the best interests of the foreign administrators who are currently running the airlines business shows. As per the localization and cost-effectivity, it is very obvious that the current running of business shows within PNG Air are conducted by a certain group of people (foreigners) mostly originating from a same working background with a certain or particular motive who normally turn out in every monthly company’s meetings telling every ordinary employees that “PNG Air is not doing financially well” because of PNG’s Economy and external factors such as oil and commodity prices. Every business originations and ordinary human beings with common sense around the world knows that you just can’t constantly shift the blame on country’s economy and the external factors for more than half a decade just due to your decision making within PNG Air for Christ Sake!!. By the way it is indeed  very obvious that when carefully look into the current amendment and the re-writing of company’s business policies as mentioned earlier above, they are carefully and intellectually amended or re-written in such a way that all those policies are in the favour of the airlines business interests but indeed these policies are a real delusions and are a definite concealments for the foreign administrators and foreign employees to live, breed, suck and enjoy financially especially when practically  applying or acting upon those policies . With that at  the administration level, the airlines business practical compliances and conducts are not practically in accordance with one (“people”) of the five key operational strategies as laid out in the company’s strategic plan  (restructure)that is now in place (note: Click and read the Company’s Strategic Plan Below). Like other divisions within the airline, these are some of the things happening solely within PNG Air Engineering Division and I’m pretty sure the same happened to the other divisions of PNG Air as notified/mentioned earlier above.
Well now that the whole airline is in the mist of implementation of its restructure, particularly in engineering division, this is what happening right now. In terms of training and recruitment of Aircraft Engineers, all top managerial and consultations positions within Engineering Divisions of PNG Air have mostly been awarded to expatriates (mostly ex-Skytrans) who happened to be Australians and having Australian working background. The recruitment officers and the people whom they recruited happened to relate or know each other in some ways and they are all expatriates (mostly ex-Skytrans). There have been positions created and awarded to the expatriates (foreigners mostly ex-Skytrans) through consecutive redundancy exercises. Practically those positions created are inadequate positions (positions of no-need), and all of these were said to be done in the name of cost-cutting (cost-effectivity) and utilisation of the foreign expertise. In line with the above mentioned redundancies, there have been two consecutive redundancies that have been carried out within a short period of time (two years) (Note: the third redundancy is underway and now carried out as I’m writing this) in which most of nationals employees serving the PNG Air Engineering including managers, non-engineers and engineers were made redundant also this applies to other divisions within PNG Air as well. Actually by law you and I know that these nationals were the last people to be touched or resorted to after all other means of cost-cuttings have been exhausted, but that has never been done by the management and too, PNG Air redundancy policies have never been followed (Note: PNG Air Redundancy policy is attached herein). Yet these national employees were lowly paid compared to the recruited expatriates (with executive conditions pinned to their backs) who were in the same categories in terms of skills, experience, knowledge and work. These positions created and awarded to the expatriates have never been fairly advertised in the media for the nationals (Papua New Guineans) to apply. It has been found that those positions have been internally, specifically and purposely created and emailed to people or applicants outside of the country whom they know of to fill in which is a total breach of Labour Law of the Independent State of Papua New Guinea.
(Note: Below are the copies of the positions deliberately (GM Engineering/ MRO & TSE) created and emailed to the applicants outside of the country).  


Below are some of the factual things which have happened lately:
The recruitment of twenty two (22) Filipino Aircraft Engineers into PNG Air as cheap labourers (as stated by the engineering management) without CASA Aircraft Maintenance Licences has been carried out without those positions being advertised nation-wide for the nationals to apply. Also these engineers came into the country as consultant  service engineers” as stated in their visa applications and those visa applications were signed, authorised and submitted to Jeffery Kinagali the officer in charge for Jackson Airport Immigration for approval by the HR manager for PNG Air Mr Elias Bade on the 2nd August, 2012, but practically they are not doing any aircraft engineering consultation work within PNG Air Engineering division but normal fixing and maintaining aircrafts (spanner boys) (Note: the information on their visa application are also attached to this report). With that, initially they are sitting on US $72000.00 or equivalent (PGK 21333.33) plus annually (Note: their contract documents are also attached herein).

Also they are seen to be inexperienced and are not confident when it comes to fixing and troubleshooting defects related to our aircrafts(information related to their experiences and confidences can be obtained directly from the national engineers from the PNG Air Hangar Floor through direct interview). Somehow this year I don’t know how the Engineering division of PNG Air grant them approvals which is a serious safety concern for our aircrafts and the travelling public. Due to what I know, Philippines aviation is under FAA while us PNG under civil aviation safety authority ( CASA) and to switch from one system to another they have got to sit for all the basic CASA engineering exams and go through other CASA PNG compliances as well but according to my knowledge they haven’t (further information for aircraft maintenance license conversion can be obtained from PNG CASA licensing director) and too, who from PNG Air Engineering actually liaised  with the PNG CASA licensing office and who from PNG CASA licensing office granted them aircraft licenses. Whether both the representatives from PNG Air  Engineering and PNG CASA licensing office have gone through the proper process of granting aircraft maintenance licenses and approvals to the Filipinos to sign and release our aircrafts is totally a different story altogether. Now that they are given approvals and issuing licenses, they are now shifted up from the initial conditions that they are in as previously mentioned above and to “it is a serious safety concern” to the travelling public and our aircrafts. Where the cost-cutting and localization justified here?
The other thing is the position of General Manager Engineering should have been advertised fairly on the media for chances to be given to the Papua New Guineans but that has never happened. The current GM Mr Adrian Smith was previously the GM for Technical Records which is a totally different department in any aviation companies. It is a department that normally keeps and take charge of any legal documents related to aircrafts as per CASA compliances. Anyway that GM Engineering position has been awarded to him. As an expatriate for him to have that position he has to resigned from position (GM Technical Records) that he was in, go back to his home country and then apply for the new position as per the labour law but that has never been done and instead he was shifted to the GM Engineering position. Actually he has been swapped with the previous GM Engineering who is now occupying GM Technical Service position. The Technical Service GM is also an expatriate and the same thing happened to him as well. Both of this position are awarded in AUS$ and are weekly fly-in fly-out basis. The other serious thing about the current GM engineering is that he was previously the GM Engineering for Skytrans which was a sister Airline Company of  PNG Air in Australia that went in to bankruptcy recently and therefore he has been considered as one of the mal-administrators that ran Skytrans into bankruptcy. Even though he had that reputation, he had been recruited and appointed to that executive position (GM Engineering) of the PNG Air. The current CEO of PNG Air was also  previously working for Skytrans but yet the CEO denied that by letting him (Note: that same knowledge of him (Mr Adrian Smith) is also shared by the PNG Air current HR Manager Mr Elias Bade and there is no way he can denied that) taking  up such position. Now that the GM Engineering is in power, there is an influx of expatriates (ex-Skytrans) workers flooding the Hangar floor of PNG Air with executive conditions pinned to their backs and again that includes other managerial positions within the Engineering which they report to the GM Engineering directly and they are all Australians (Note that in any aviation company, the engineering division is the only divisions where more than half of the revenues that generated by that particular aviation is injected to). He is currently carrying out a dictatorship kind of management with constantly issuing treats and sacking and suspending engineering employees who have been making small mistakes without warning and educating them. He has been applying immense pressures on the engineering employees especially the aircraft engineers. The engineers have been constantly got stabbed on their backs day-in and day-out in which the engineers have been constantly working under pressure and are prone to make mistakes that can jeopardise the safety of the passengers and our aircrafts that can have severe impact on the airline and the stakeholders. On that safety note, first incident occurred due to constant pressure exerted by Adrian and his deputy (Gavin Burley) upon the Engineers and due to limited number of engineers (low-manpower due to redundancy) and continuous working through the whole night without having breaks has resulted in Engineers incorrectly fitted a hydraulic line in one of our aircrafts (P2-MCT) which could have resulted in a fatal accident has been again identified by the engineers and took corrective action. Not long after that first incident a number of electrical wires for beta lockout system got cut off from the same aircraft which again engineers identified them and got them fixed. Everyone knew that these two episode happened because of Adrian and his deputy constantly stabbing Engineers backs. Instead of Adrian and his Deputy taking proper and corrective measures they went ahead and suspended all the engineers (without pay) who worked on that particular aircraft when it was in the hangar for maintenance a day or two before. They also got CID’s (POLICE) from Boroko into the hangar in which everyone were questioned and told to write the statements which they did. These two matters have been brought forward by the engineering employees to the CEO (Mr Muralee Siva) and Elias Bade (HR Manager) and Craig Chappell (Safety Manager) during several engineering meetings but nothing has been done so far. During that time in the meeting engineers have suggested that the proper able cause of the two incidents were due to constant pressure exerted by Adrian and his deputy Gavin and too the bad working relations that they have with the Engineers and the engineering employees and that needs to be addressed but, Muralee and Elias have never shown any remorse or willingness towards what the engineers have suggested and instead the their responses towards the engineers suggestions and complains were sort of deflective type and every engineers who were in the meeting that time witnessed that. The other thing is that we still don’t know whether these two incidents have been reported to CASA PNG  by Adrian and Muralee or they kept them hiding.     
 On the above note (Recruitment of GM Engineering), the same thing applies to the recruitment of current Deputy GM Engineering Mr Gavin Burley. His position was never been fairly advertised on the media for chances to be given to Papua New Guineans. Mr Gavin too is a recent ex-Skytrans Worker who now joined PNG Air Engineering as deputy GM. He was also previously working as the Chief Engineer for Airlines PNG which is now PNG Air. When he was holding the position as the Chief Engineer during Airlines PNG days, he got terminated and his departure out of the country was more of a deportation type due to the fact that he assaulted one of the employees of the Airlines PNG (PNG Air now) that time which was a total breach of labour law concerning employment of expatriates in this country. The guy that he assaulted is now still working with the company and his name is Silom Lolo (Note: full story on what exactly done on Silom can be obtained from him on mobile #:+67573320706). Mr Gavin Burley has a very bad emotional disorder and his relationship with the engineering employees doesn’t go down that well with the employee’s day-in-day-out. He is seen to be the definition of the real tyrant or martinet and that can be clearly seen through his words, actions and his decisions making towards the national employees and the few Fijian brothers and other white expatriates (whom he hates) who are working in the Engineering Department. He gets too personal with the employees and force them to work towards their limits which is not right as most of these employees are working on the aircrafts which is a real “SAFETY CONCERN” and too it doesn’t really justify what the employees get they get in return especially their wages (meaning that the employees work more than what they earn and that can’t also be compensated.   Early this year engineering employees had a gathering with the GM Engineering Mr Adrian Smith and the HR Manager Mr Elias bade and t both Mr Adrian Smith and Mr Elias Bade were questioned on the recruitment of Mr Gavin Burley (Deputy GM Engineering) in regard to above mentioned incident (assault on Silom by Mr Gavin) and the answer given back was that the matter has already been settled. Well, according to Siloms knowledge that matter (assault on Silom) with Mr Gavin Burley has never been settled with him. Well again based upon this issue, the HR Manager Mr Elias Bade had the complete knowledge of matter associated Mr Gavin Burley during his previous employment here with Airlines PNG (Now PNG Air) and the declared bankrupted airline (Skytrans) but yet granted him employment with PNG Engineering as Deputy GM Engineering.
The recruitment of Mr Adrian Smith & Mr Gavin Burley has resulted in forced resignation and mess terminations of good national employees with brighter future ahead of them and also good expatriates who have been serving the company (PNG Air) for years mostly New Zealanders and others. Well when I’m mentioning good expatriates here it might draw a bit of confusion but for clarification purposes, actually I’m referring to the kind of expatriates us Papua New Guineans need and expected of them and who are complying with the employment terms and conditions as set by the labour law of PNG and most of all considered as assets of PNG Air and these very expatriates only few of them are remaining in which some have gone now through the third redundant as I’m writing this. The  employment of both Adrian and Gavin in the Engineering division resulted in dictatorship kind of rulings, racial discriminations, verbal abuse and treats,  stopping of nationals doing over-time and revoking their shift allowances, mass recruitment of expatriates (ex-Skytrans) and awarding and funding   most aviation trainings to the expatriates than nationals, duplicating positions and the lists goes on. Adrian’s and Gavin’s through their actions and decision makings within the Engineering Division has so far seems to be burning and diverting out thousands and Millions of kina since their employment with Engineering came into inception last year. Huge amount of money have been injected into the terms and conditions of their cronies they brought from Australia. Everyone in whole of PNG Air and PNG Air Engineering knows that the current CEO (Muralee Siva) is a close friend and colleague to both Adrian & Gavin and all the other expatriate Managers within PNG Air and therefore there is a very solid team building a solid empire that Papua New Guineans can’t destroy. They are in real financial harmony and peace while PNG Air itself is financially heading towards the red –line with blindfolded Shareholders expecting healthy dividends and ordinary employees fearing their job securities.

Introduction
Currently, there are not enough LAME’s available to provide suitable coverage to allow for an efficient turnaround on A checks  Current numbers do not accommodate for the extra workload when recovering multiple AOG aircraft, annual leave or sick days. A check production is often put on hold due to LAME’s working on AOG aircraft or recovering AOG aircraft from outport stations. The workload of the A checks is increasing with an aging fleet and a more demanding OSIP schedule as the intervals of heavy maintenance decrease as the cyclic age of the aircraft increases.  
Proposal
Employ X 4 LAME’s (costing for 2 or 4 LAME’s is provided below) to provide adequate coverage and to allow production to continue during AOG recoveries. The LAME’s would be placed on an afternoon shift to allow continuation of production into the evening. Currently production runs from 0600-1700, this would allow production to run up until midnight.

Historical cost of contractors
Whilst the cost has reduced APNG are estimated to have paid AUD $250,000.00 by the end of 2014. This is not cost effective
Benefit
Straight up saving of AUD $13.30 per MHR. Below is an extract from the monthly MRO EXCO report. 4 A checks were performed with the support of 2 contracted LAME’s in November 2014 and December 2014, all were turned around in under 2 days and returned to service with nil defects. This is a result of the check being adequately resourced and production continuing whilst AOG aircraft were recovered and also adequate maintenance planning. The previous 12 A checks averaged a TAT of 10 days each. APNG MRO currently conduct approximately 45 A checks per year, by reducing the average downtime by just 1 day per A check this will provide APNG with an extra 45 days flying, this equates to AUD $1,575,000.00 PER YEAR based on a charge rate of AUD $7,000.00 per flight hour @ 5 hours per day. 1 day reduction is the minimum this initiative will achieve.

To conclude I would like you to  know that as noted earlier on, I only highlighted  just few things apart from heaps that are currently going on within Engineering division of PNG Air but I’m pretty sure the similar things with similar nature is also going on within the other divisions of PNG Air as well. This is purposely to give you a clearer picture so that immediate exposure of these activities going on behind the closed doors of PNG Air must be made known to the appropriate authorities such as PNG Labour Department, Civil Aviation Minister, The Office Of Prime Minister Of PNG, PNG Anti-Fraud & Corruption Squad, Transparency International, PNG Immigration, the stakeholders, the board of governors of the airline (PNG Air) and the general public  so that proper and immediate actions must be taken, because the airline  (PNG Air ) is now nationally/locally owned by virtue and we cannot let syndicates  (foreigners mostly considered mal-administrators which ran Skytrans into bankruptcy ) infiltrate and manipulate the system and suck all the goodies out of it. In reality huge amount of money have been burnt out which is unhealthy for the financial status of our young airline and its investors. This can directly and indirectly affect the employment, development and service delivery status of this country. PNG Air is proudly the second largest Papua New Guinean owned airline in this country. It is here to stay, we  Papua New Guineans are here to stay and so does our generations and not the foreigners and therefore I suggest that with your help a proper, serious and an independent audit and investigation needs to be carried out thoroughly. All the executive and managerial positions in PNG Air that are occupied by expatriates needs to be seriously investigated and that includes the Foreign Chief Entertainer Mr Muralee Siva (CEO). Please I’m writing this for the sake of the silent majority here in PNG Air and I would like you to know that before carrying out any investigations please bear in mind that these administrators are so cunning, deceiving and are good at blind folding in terms of Aviation Business, therefore I suggest that you engage private investigators who do have the complete knowledge of our labour and immigration laws, civil aviation, aviation business laws and policies and most importantly human rights. I also suggest that to carry out this investigation please start an interview from the bottom with local employees and go up and stand down every expatriates who are occupying the managerial and consultation positions within PNG Air until the investigations are complete .  Again all the documents concerning their work permit needs to be closely and carefully screened.  Cross- check whether the exact work they do here with PNG Air are in line with the kind of work as stated in their visa applications. Investigate on how they happened to get a job with PNG Air and how that particular job was advertised. Investigate why most executive positions within PNG Air are occupied by expatriates (most ex-Skytrans Workers) who happened to be having Australian working background rather than other overseas countries. Investigate the amended company business policies whether they are applicable to PNG or Australia. Investigate if they are there any sense in those company’s business policies that the particular airlines (PNG Air’s) business operations is carried out in PNG. Investigate who benefits most from those amended company business policies whether expatriates or nationals. Investigate who exactly is the author of the amended company’s business policies, who revised them and who approved them.  This is a very serious and complicated scenario all these years up until now and therefore please this really needs to be sorted out somehow and put an end to it so that this proud and young airline of ours prospers to the future for our generation to benefit and not foreign syndicates and intruders to milk it dry.
