What is the real cost of road construction in Papua New Guinea?


I am sure many Papua New Guineans are asking this very question right now, reason being that there are too many over inflated, over costed and over variated and unnecessary extra costs pinned to road construction here in PNG.
Even the national works department staff and engineers and other private engineers have raised their concerns over this issue and the question remains as to; What is the true cost of road construction in PNG.
A per kilometre road of;
1. Pilot track (Rural)
2. Gravelled road
3. Sealed bitumen
4. Sealed hot mix bitumen
5. Concrete road
Many roads constructed using different road contractors have different costs per km in fact it is so confusing that not body really knows what the real costs of constructing a km of road using different construction material in Papua New Guinea.
My enquiries have gathered me some information in regards to road construction using concrete as I can compare the Lae concrete road construction against the Wau Concrete road construction initiated by my district authority board the BDDA.
In Wau it has costed the BDDA,  K800.00 Per Cubic Meter or  K1.3m per kilometre and we use the same thickness of .200mm and same reinforcement steel as Lae Concrete roads incl. transportation costs of cement bales from Lae Halla Cement factory to Wau.
I have confirmed with Lae DOW that it costs K10m per km to construct 1 km of road and my calculations are as follows;
8m (road width) x 1000m ( per km) x .200mm (thickness of concrete) = 1600 cubic meter / K10,000,000.00 = K6250.00 cost per cubic meter.
In Lae it is costing the DoW a whooping K6,250.00 per cubic meter or  K10,000,000.00 per km with 20 solar lamp posts at the cost of K9,000.00 per lamp post at K180,000.00 plus drainage to consume at least K1m off at the K10m.
This will leave at least K9m with at least a K6 to K4m as clear profit after material purchase and construction expenses.
Now if I can build a kilometre of concrete road in Bulolo District at the cost of K1.3m per kilometre (without street lamps)
The contractor makes his profit and walks away happy also taking into account the costs of transportation from Lae into Wau town.
The difference of constructing concrete roads between Lae and Wau per kilometre stands at K8.7m a big difference.
So to build a km of concrete roads in Lae will cost K8.7m more than to build a road in remote Wau of Morobe Province, does that make sense at all? Hell no!
What the heck is going on here?
Where is the PNG Institute of engineers? Mr President Ila Mari who now works for the ADB holding this position.
What has the PNG Institute got to say about this daylight robbery? The ministers the contractors and the Department of Works Secretary are collaborating and scheming off the tax payers monies.
If the real cost is established in Wau then with monies spent so far in Lae concrete roads by now we would have achieve 10 times more concrete roads then what we see now.
A commission of enquiry will be set up by Pangu Pati when in power we will get the ICAC bill through and use its powers to investigate all those over inflated road contracts all the way into the functions of CSTB.
Ministers and department secretaries who have build their wealth and assets overnight without any evidence of where about their incomes comes from will be dealt with accordingly.
All anti-graft agencies has been silenced by this government its high time now that the Elites of Papua New Guinea must speak up now.
You owe it to us to be our watch dog and it's non other than the PNG Institute of Engineers, Mr President Ila Mari for goodness sake please speak up !
Your silence is helping corruption robbing this country dry.
