WHO IS RESPONSIBLE, LUPARI, THE CHINESE, OR WHO? IF PNGBLOGS GOES BLACK ON PNG COMPUTER SCREENS NEXT WEEK, WE WILL KNOW WHY - IT WILL BE THE RE-CREATION OF A PAUL PARAKA BANANA REPUBLIC STYLE THREAT THAT FINALLY WORKED:

In 2010, Paul Paraka, the number one corrupt lawyer in the country according to the Commission of Inquiry into Department of Finance fake payment scams, did something that even today goes down as one of the most banana republic kinds of reactions ever seen in PNG. Here's what happened. When the government Commission of Inquiry on massive theft totally hundreds of millions of kina submitted their report in Parliament, Paraka immediately obtained a court injunction to make it illegal for any Papua New Guinean to read or be in possession of the report and learn about the allegations against him and 18 other lawyers. Included amongst the accused is current Chief Minister Isaac Lupari, alleged to have stolen more than K2.7 million.
Paraka's strategy to keep the report implicating him in massive corruption worked for awhile. Then a PNG hero stole a copy of the report and got it into the hands of journalists in Australia. The report was duly uploaded on the internet and a number of internet sites either put the report on their own sites or entertained discussion about the report and its implications. Paraka was both furious and determined to use his renowned thug like reputation to intimidate and silence all talk against him. He thus instructed that his legal firm send out a threat letter to all PNG ISPs, demanding that they not only block internet sites from anyone inside of PNG from accessing, but also find someway to read through everyone's e-mails in PNG and block any e-mail that even mentioned the name Paul Paraka or others that were heavily implicated in the Dept. Finance scam.
Paraka's action was classic behavior that the rich and powerful use in the Banana Republics of the world, and it backfired against him badly. First, the silliness of the whole thing was reported by the overseas media, making all of PNG a laughingstock for even allowing people of the likes of Paraka to attain such high status. The PNG Internet Service Providers followed suit by ignoring the Banana Republic style threat. Because of the Paraka letter, many more Papua New Guineans came to learn of the Dept of Finance report and read who the alleged biggest thieves of Papua New Guinea were. But of course, the governments of the day, starting with the Somare government and now the O'Neill government, refused to action the report, and Paraka, Lupari, and all the rest have escaped prosecution as recommended by the report.
This week's allegations of Minister William Duma seeking a $10 million US dollar bribe and a prostitute turned mistress on the side, as well as the allegations of NCDC Governor Powes Parkop committing adultery on multiple occasions with multiple young women with his long time wife Jean Parkop leaving the Governor, has obviously hit a raw nerve somewhere. A high level mole has leaked a story that none other than Isaac Lupari is repeating the Banana Republic action that Paul Paraka failed at more than 6 years ago. In short, it is reported that Lupari is trying to pressure PNG ISPs to immediately block PNG Blogs from being accessible by anyone within PNG. Why so? There are only 2 possible stories that have come out on PNG Blogs that would be so upsetting to the government that they would lower themselves to such monkey business threats and we have already mentioned them: the Duma story or the Parkop story.
As silly as Powes Parkop can be sometimes, we doubt if he is such a monkey that he would demand that Lupari block all stories about his dalliances from PNG eyes. We reckon it is the story about Duma that's causing the frantic reactions. Why would this be. We reckon it is because of the massive, unnecessary amount of money that PNG can ill afford, that Duma will seek NEC's approval for, in exchange for the big bucks and the prostitute. The eager beaver company that wants the contract and might well pay the bribe and provide the girl is none other than SinoHydro, a Chinese government arm that wants to build the unnecessary Ramu 2 Hydro expansion at excessive cost that PNG can ill afford.
If too many people in PNG read this story, it obviously threatens Duma's $10 million and his new side girl, but more importantly, it threatens the giant SinoHydro from getting the contract. SinoHydro is a known bribe giver, according to reports from Africa, so none of this would be something surprising taking place in PNG.
We strongly believe that under Peter O'Neill, PNG is heading for a dictatorship after the 2017 elections (which we believe he will come out victorious, one way or the other). One clear sign of dictatorship is the suppression of information under the pretense that it is "false and defamatory". The most successful dictatorships in the world today use elegant little defenses like that to suppress information from getting to the citizens of the country. Will the PNG Internet Service Providers back down? They didn't when Paul Paraka threatened them. We also don't believe that there is anything under the Cybersecurity Act that would force them to block web sites.
Pray to our good Lord that the dictatorship will not prevail with this request to keep the citizens of PNG in the dark about a story that so curiously for a "false and defamatory" story has caused government leaders to jump up and down like baboons. Better yet, spread the story by e-mail to all your friends. E-mails on all of today's major free e-mail services have their content encrypted. This means that neither the PNG government nor the Internet Service Providers can see the content of your e-mails. It is one good way in which suppressed citizens in other countries get around their own dictatorships and make sure that dictatorial governments never succeed at keeping information hidden.
