Manumanu Land Deal: Aftermath The Manumanu Land deal issue has subsided through time and all stakeholders affected have seemed to move on, the dust has settled. Let me refresh your memories on the issues again. The purported Manumanu Land Deal (MLD) for the relocation of the PNG Defense Force is alleged to involve five different transactions totalling an amount of K46 million. However, the dealings did not comply with established processes.

The MLD issue was raised in Parliament by Member for Kairuku –Hiri, Peter Isoaimo that eventually led to the sidelining of 2 Senior Ministers and suspension of 6 Departmental heads, CEO of State Owned Enterprise and chairman of CSTB. In a media statement on the 6th of February 2017 PM, O’Neil had announced a Commission of Inquiry (COI) headed by a retired Judge to investigate the claims made, referred the matter to the National Fraud Squad and the Ombudsman Commission also for potential breaches of the Leadership Code.

The Duma-Pok-Eludeme fraud over land at Manumanu is only one of a number of corrupt O’Neill Regime activities that are undermining national security and the national interest.

They also include frauds against the Defence Department by Defence Minister Pok and his brother-in-law, Defence Secretary John Asi, and the Prime Minister’s facilitation of the granting of illegal citizenship to Indonesian fugitive Djoko Tjandra (Joe Chan).

A very senior PNGDF Maritime Officer has revealed that the Manumanu land fraud is a risk to national security.

In a Facebook post Karry Frank, a ranking officer, says the Navy project team for the relocation of Lancron advised the Defence Force Commander, the Defence Minister and the Defence Secretary not to relocate to Manumanu.

“The project team recommended moving to Motukea, a move that was previously agreed to by all parties concerned,” he wrote.

Prime Minister Peter O’Neill lied to Parliament yesterday when he said he needed a brief on the K50-million fraud by his Minister for State Enterprises, William Duma.

Mr O’Neill received a comprehensive brief from the chairman of Kumul Consolidated Holdings, Paul Nerau, two weeks ago, which comprehensively exposed the fraud.

A whistleblower within the Department of Prime Minister and NEC has provided PNG Blogs with a copy of Nerau’s report.

Instead of immediately reporting the fraud after receiving the report, O’Neill went into cover-up mode, with the assistance of Nerau, to protect themselves and their cronies Duma, Defence Minister Fabian Pok and Central Supply and Tenders Board chairman Phillip Eludeme.

The PM and NEC source says Prime Minister refused to refer the matter to the appropriate authorities, including the police and the Ombudsman Commission, instead he tried to sweep the evidence under the carpet.

DEFENCE LAND DEAL LANDS CORRUPT DUMA K61.5 MILLION TO GO INTO 2017 ELECTIONS

In 2012 the O'Neil - Dion Government passed a NEC resolution asking the Department of Defense to relocate Murray Barracks.
In 2014 both URP Leader and Mt Hagen MP William Duma and Chairman of Central Supplies and Tenders Board (CSTB) philip Eludeme went out to Manu Manu outside Port Moresby and got some land.
Philip Eludeme got 20 hectares  (ha) and MP William Duma got 800 hectares. These were old farming land thus there were state lands this saw both men apply to government to get these lands. They then collaborated in the last 2 years to sell those land to the Department of Defense. The Department of Defense only acquired approximately K20 million to purchase those lands. This saw their close friend Defense Minister Dr Fabian Pok come into the scene.
Duma and Eludeme cooked up a scheme to sell those Manu Manu lands to the Department of Defense. Subsequently Duma became was appointed Minister for Public Enterprises so the scheme was now in motion.

A lot has been circulated about the Waigani Court Complex project and we need some straight talk here. Only last month, the Deputy Prime Minister, Hon. Leo Dion came out publicly concerning the corruption issues surrounding the Provincial Supply & Tenders Board (PSTB) in the provinces.

From social media, we are being advised that he will now chair NEC to award the Waigani National Court project to a contractor recommended by the Central Supply & Tenders Board (CSTB).
A lot have been said in the News media and the social media with regard to the Waigani National Court Complex tender. The allegations of political interference was also circulated in the social media showing the letter from the Chief Justice to Min. Ano Pala and a copy of part of Tender Evaluation Committee Report (TEC).

The awarding of contract of the construction of the new Supreme and National Court Complex in Waigani worth K430 million is being heavily politicised and the awarding of the contract by NEC for unknown reasons has been delayed for two months now.

Although It has been budgeted in the 2016 budget and planned to be completed before the APEC Conference in Port Moresby in 2018.

The awarding of the contract went through the the bureaucratic process by going through the Central Supply and Tenders Board before being submitted to the National Executive Council (NEC) it's recommendation.

The NEC submission in awarding a contract of the construction of the Supreme and National Court complex in Waigani is based on Supply and Tender Boards submission while in turn is based on careful and professional technical and financial assessment.

CSTB have shortlisted 3 very qualified and experienced bidders that we're recommended to NEC.

It seems that no government department and agency is without Corruption. CSTB is one state institution that has corruption and malpractise firmly embedded.

I see the lifestyle of the heavies and relatives of the heavies of CSTB go from rags to riches in a short span of time. This is not possible under the small government salaries they earn as contracted government staff.

Take the care of CSTB Chairman Brian Kimmins. Mr. Kimmins was a no good water driller in Lae before in become land transport board chairman. He was running his sister's drilling company in Lae for many years then migrated his family to Brisbane, Australia.

As the Land Transport Board Chairman, he absolutely did nothing for the agency. Through political cronisim, he was elated to the post of CSTB.

Appointed by the then Bart P. Lae Mp (some 7 years ago) and found his way to survive politicly. He collects his fees/cuts by lining up contracts. The latest is the awarding of the police house constructions with i…
