by BRYAN KRAMER MP Last week Friday was International Women's Day to coincide with the occasion Prime Minister Peter O'Neill announced he would bring to Parliament a proposal to introduce four regional reserved seats for women. It was “only fair” that there is more debate about women’s role “at the leadership level”. There are currently 111 Members of Parliament in Papua New Guinea, representing 8.3 million people and not a single woman MP" O'Neill is reported saying. O’Neill said it was a “sad fact” that women’s interests were neglected. So is O'Neill genuinely concerned about women's interests? Short answer is No. He is perhaps the most hated person in PNG, so it obvious his announcement was nothing but a publicity stunt in a desperate effort to gain public support. The last time our economy nose dived was in 1997 and 1998 under Skate PNC Government, a Government Peter O'Neill was a key adviser to. In just two years under a PNC led Government Kina plunged in value from being one and a half times stronger than Australian dollar in 1994 to less than 37 cents by end 1999. Interest rates on Government Treasury bills was as high as 24% which would normally be between 6%-9%. Lack of confidence in Skate Government also saw investors and private sector rush to send funds out of the country, concerned over the Kina fast losing its value. This caused a serious shortage in foreign currency reserves that went from US$500 million in 1996 to as low as $80 million by middle of 1999. The PNG Parliament, the highest law making body of the land has become a laughing stock simply because our so called MPs have conducted themselves with less aptitude and intelligence over the last 20 years or so. It seems most of the MPs are loosing touch with the issues affecting the nation when they are supposed to be cognizance and on top of every issues as national leaders. Most of the leaders are caught off-guarded and are lost when important issues are raised in parliament and it's very embarrassing for them looking like fools in the parliament not knowing what to say. PASSINGAN On 21 March, at the PNC fund-raising – also known as the greatest gathering of thieves on earth – the Prime Minister boasted about PNG having an annual GDP growth rate of 9.2%. He said Papua New Guinea’s growth rate is the envy of many world economies – “9.2% is miles better than the global average, which is about 3% or less”.  LIES LIES LIES!  PNG’s annual GDP growth rate is 4.3%, according to the 2016 Budget papers, Volume 1, Table 1, page 107. Even worse, Treasury predicts annual GDP growth to fall to less than 3% for 2017, 2018 and 2019, according to the 2016 Budget papers, Volume 1, Chart 13 page 12.  This chart also demonstrates how O’Neill has wrecked the non-mining sectors – mainly agriculture, on which 90% of the people depend for their livelihood. I have been led, and I believe many are, to believe that political stability is needed to give investor confidence and growing the economy. This misconception of synonymising political stability to economic stability has it’s seldom appearances in public grandstanding and political discourses. This is what I've discovered in debunking this illusion. Political stability talks about the length of time a government is in power. In terms of investor confidence, it means the investors can count on the current (negotiating) government for durability and certainty of the current position. Yes, in countries and time periods with a high propensity of government collapse (political instability), growth is significantly lower than otherwise but is it really political instability that really caused decline in growth? CYRIL GARE A picture tells a lot of story. Likewise I present pictures here to tell about the state of students’ and lecturers’ housing facilities on campus at the University of Papua New Guinea. From the outset let me attest unreservedly that there is no malice or prejudice behind this publication except that the truth must be told.  It’s been over 20 years since I left UPNG and correctly student dormitories including all the Toa blocks (1-6), Talaigu, Poroman, Kapandu, and Niomoru as well as all the girls’ dormitories – Luavi house, Lasitawe and Dame Mary Kekedo building - have succumbed to depreciation and years of general wear and tear. At Toa 5 & 6, stocks of rubbish lie uncollected for weeks if not months, betelnut spittle everywhere. by YAKAN LEPAKAILI   The action of the deputy and acting Speaker of Parliament in the last Parliament session was well calculated and his action is not surprising but demeans the parliamentary process and democracy to say the least. This is in the light of opposition moving the motion of no-confidence notice. Initially, when deputy opposition leader sponsored the MONC, acting Speaking called it defective. The approach acting Speaker taken to make the ruling was it proper and followed the tenets of the Parliamentary Standing Orders leaves lot to be desired. The acting Speaker then returned the defective MONC notice to the sponsor to rectify the anomaly and surely resubmitted. In the second time, acting Speaker, on a Thursday, received the amended MONC notice. Whilst the opposition camp was throwing heart and soul into moving the MONC, those in the opposing team had counter plans on foot to outpace opposition. PAUL REINBARA We know now partly on what transpired on the floor of the last session when Parliament rose to appoint Paulias Matane, it is ironic to think that 8 years in one position as the Speaker of the House would at least instil some experience in the running of the Parliament but our Speaker Jeffrey Nape is somewhat a total villager and is not even capable in seeking advice before making a ruling. Speaker Jeffrey Nape had the Parliament Clerk Mr. Don Pandan a very experienced public officer who in the past has worked under the likes of now Rigo MP Mr. Ano Pala and former Chief Ombudsman Mr. Simon Pentanu.  He has heaps of lawyers working in Parliament under him to which he can seek advice given the limited knowledge he has in running the affairs of Parliament.  Yet he chose not to and allowed to be bullied around by the government and allowed for the “nomination” of Sir Paulias to be declared the winner without having a secret ballot. PNGEXPOSED We alerted readers several days ago to the malevolent plans of the World Bank to push for the establishment of sweat shop factories in Papua New Guinea [ read more ]. Now the Bank has gone public with its intentions, advertising in the media for a lawyer to draft the legislation that will allow the establishment of Special Economic Zones. Apparently oblivious to the blatant Colonial implications and completely contemptuous of Papua New Guinea’s own democratic procedures, the World Bank is advertising for a lawyer to draft legislation for Papua New Guinea before Parliament has even debated whether such legislation is desirable or needed. Normal process would dictate that should Parliament decide Special Economic Zones are a good idea then it would be the job of Papua New Guinea’s public service to draft a policy and subsequent legislation. But the World Bank clearly has no time for such niceties and is happy to run a bulldozer through notions of independence and
