Why we do not believe Minister Bryan Kramer latest Explaination

As a Papa New Guinean, I take serious offence at the statements made by Mr Kramer explaining and justifying the high speed arrest, trial and conviction the drug pilot. It stinks of misinformation, misdirection and cover up. In an effort to gain credibility, Mr Kramer paraphrases Assistant Commissioner Lesa Gale of the Australian Federal Police stating that this was a 2 year multi-agency operation involving Australian law enforcement agencies and the Royal Papua New Guinea Constabulary (RPNGC) and that they had been tracking the flight as it left Australia en route to PNG. ACP Gale is credible so that’s fine. His falsehoods start in the following statement that: “At the time Police had yet to obtain any direct evidence of drug smuggling. No witnesses had come forward and no drugs were found at the crash site.” It clearly contradicts his assertions that he had been kept informed of what had been happening. I would like to shed some light with you on the proposed Bills that are being pushed by the government to be passed in parliament, namely the Independent Commission against Corruption (ICAC) 2014.

First of all it must be understood that any alteration to the Constitution must be passed by an
absolute majority vote in parliament as per section 14 of the Constitution which means that the government needs the opposition's number. The introduction of the Bill (ICAC) was introduced 2014 where we saw a number of politicians and high profile individuals being investigated and prosecuted
by several bodies that were not subjected to the directions of the NEC or for that matter.

PETER O'NEILL personally intervened in the Election process yesterday in PANGIA after he called Police Commissioner GARY BAKI to personally remove a Mobile Police unit from Wabag. MS11 Unit from Wabag were stationed in Southern Highlands and in the Prime Minister's electorate of Ialibu Pangia for the election and were tasked in looking after ballot boxes for Pangia.

Members of Wabag's MS 11 had a confrontation with one of the Prime Minister's personal bodyguards after one of the polling officials for one of the LLGs in Pangia collaborated with the Prime Minister's bodyguards to remove scrutineers who were not supporting the Prime Minister.

Is Minister Tkatchenko paying taxes? Evidence he's not for 15 years.

Astonishing tax evasion and fraud allegations are being raised against APEC Minister Justin Tkatchenko that he has been cheating the PNG public over the last 15 years.

Publicly accessible Tax Office documents reveal Tkatchenko has failed to pay both company and personal tax in fifteen years. Worse, he appears to have taken K670,000 of another company’s tax credits for his personal gain.

Police investigations are now underway, with suggestions that this could be part of a much larger web of organised tax credit theft.

Tkatchenko is no stranger to fraud allegations. In 1999, an independent investigation into NCDC led to criminal charges being laid on Tkatchenko, but the case was dismissed before going to trial, a move that was heavily criticised by the National Court.

Prime Minister Peter O’Neill’s latest display of incompetence to abandon the much talked about Commission of Inquiry (CoI) and instead appoint an internal administrative inquiry into the controversial Manumanu Land deal comes with little surprise for a number of reasons.

Firstly, as the Prime Minister, you should have been briefed prior to the announcement on which effective inquisitive avenues are to be invoked to attain maximum justice, if ever he was so interested in justice. Making a grand announcement for a CoI and later abandoning it raises so much suspicion. One that comes to mind is the fact that in an open commission of Inquiry, all persons would be compelled to testify openly.

FORMER MP PETER WAIENG MURDER MYSTERY RESURFACES

Last week's story didn't occur because someone dug up the old news and republished it to embarrass Peter O'Neill. No, this happened for other reasons. Peter Waieng's bodyguard, who was a suspect all along in the murder case, resurfaced and surrendered to Kundiawa police. Apparently he has confessed, as would be expected whenever a suspect would surrender, and it is no surprise if the rumours turn out to be true that Peter O'Neill had authorised and paid for the murder.

Niugini Outlook and PNG Blogs decided last October to resurrect the Waieng story because it suspiciously looked like the police or people higher than the police were trying to cover up the investigation and let it die a natural death. We were determined to make sure this did not happen, hence the publication of the PNG Blogs article and Niugini Outlook Poster.

O’NEILL AND BAKI’S SECRET CONSPIRACY LEAKED

The recent and continuing actions by Police Commissioner Gari Baki have got deeper intentions than what appears to the public. Gari Baki is part of, and executing a conspiracy to completely set Peter O’Neill free from all corruption charges relating to the Paul Paraka Lawyers payments, LR Group-PNG Power Generators Deal, K3 Billion UBS Oil Search Deal etc and many other complaints of frauds that is currently investigated by the National Fraud And Anti-Corruption Directorate.

If you have been watching closely, Peter O’Neill is running out of defences. He knows that you don’t have to benefit financially from the fraud to be guilty of the crime (Paul Tiensten being the example). In a remarkable turn of events, and right under the watchful eyes of all thinking Papua New Guineans, the Police Commissioner eliminates almost all potential risks at the National Fraud and Anti-Corruption Directorate, by suspending the Director Matthew Damaru, his Deputy Timothy Gitua, another senior office Joel Simitab and other officers who may have been seen solidly supporting their bosses to pursue the arrest of Prime Minister O’Neill in relation to Paul Paraka Lawyers fraudulent payments.

Australia’s nearest neighour and only colony, Papua New Guinea, is on the brink of economic collapse due to grand corruption and mismanagement of the O’Neill Government. The Public coffers have run dry early last year (2015) and PNG has there seems not much left to keep its head above the water. 

PNGs economic outlook is bleak. International Rating Agencies have all downgraded PNG to negative gradings. The O’Neill Government conducted roadshows around the world to secure some more loans to ease the cash flow and foreign reserve shortages but to no avail. Even treasury bonds were used to attract investors but were seen as mere toilet papers. 

The economic crises has escalated and literally, there is no money to pay the public servants salary –something that O’Neill wants covered all the time as a measure of control public dissent. OUTLAWS OF THE POLICE COMMANDMENT

The name “Rogue Police” is synonymous with Royal Papua New Guinea Constabulary (RPNGC), a stigma that other innocent and hardworking cops have to also live with. Today, civilians are more fearful of the police than criminals.

Police ill-discipline is part of a bigger problem that had been neglected for a long time and grown to be inherent in the RPNGC. The consequences of it are manifesting. These inherent problems are now being sustained and exacerbated by the current O’Neill Government’s use of RPNGC as a political tool to suppress opposition. With the added ‘political will’ of the current government, the Police will use it as a ticket to go all-out and abuse their powers and commit more crimes.

While many were jubilant and surprised by the news of National Court's ruling to stay (stop) Commissioner of Police Gary Baki's decision to terminate Assistant Commissioner of Police Thomas Eluh and Deputy Director of National Fraud & Anti-Corruption Directorate Timothy Gitua, for me the ruling was expected.
The Judiciary operates under strict guidelines, rules, procedures and principles all based on several hundred years of precedent (previous court rulings). The judiciary is the branch of government which administers justice according to law. DIRECTOR OF FRAUD FORMALLY CHARGED

Director of National Fraud & Anti-corruption Directorate Mathew Damaru was formally charged by Police under Section 197 of Criminal Code for allegedly making a false declaration and statement.
The provision is in the following terms;

"(1) A person who, on any occasion on which he is permitted or required by law to make a statement or declaration before a person authorized by law to permit it to be made before him, makes a statement or declaration before that person that is to his knowledge false in a material particular is guilty of a misdemeanour."

"Penalty: Imprisonment for a term not exceeding three years."
"(2) A person cannot be convicted of an offence against Subsection (1) on the uncorroborated testimony of one witness."
