Since then, we have had seven Prime Ministers in the likes of Sir Michael Somare, Sir Julius Chan, Sir Rabbi Namaliu, Paias Wingti, Late Bill Skate, Sir Mekere Morauta and the controversial incumbent Peter O’Neil. Under the leadership of previous Prime Ministers, country enjoyed tranquility with transition of changeover of leadership (PM) through political manoeuvre but peacefully and done and dusted in the spirit of the constitution. Never had one time experienced a political coup except the incumbent wrestled and forcefully taken over a legitimate government that of Michael Somare. It is telling the tenacity of the aggression to grip on to power by becoming untouchable by laws of the land. The World Bank is not stupid, they will not lend money to PNG because they know, as soon as the money lands on the PNG shores, Peter O'Neill open his back doors to benefit himself more than the country. However, the World Bank group will want to fund interventions directly instead just hand it over, that is if they do. If the World Bank  Group agree to loan the money; there will be no DSIP/PSIP for the MPs, we will then see the real colors as why all Members of Parliament  can't leave Peter O'Neill. PNG FISCAL WOES - WHERE IS ALL THE MONEY?

by STEPHEN HOWES - DEVPOLICY BLOG There are widespread reports these days from Papua New Guinea of budgetary difficulties, from budget cuts to  church health services  to  government salary payment delays . Why? Total expenditure is budgeted in 2016 to be slightly below the 2015 level. But it is still 50 per cent above 2012 levels. (With the change in accounting rules, it is difficult to make comparisons going back before 2012.) That’s massive growth. So what is the problem? There are three. The first is a big shift in allocations. Since 2012, there have been big increases in interest payments (due to increased borrowing), payments to MPs through district and provincial funds, payments to schools (in lieu of school fees), and compensation to employees. Deduct these and there is an 18 per cent increase in spending compared to 2012 to fund everything else, which includes critical things like maintenance and church health spending. PNG’s frightening Final Budget Outcome

by Paul Flanagan   PNG Treasury released last Thursday an update on what may really have happened with the 2015 budget. Like the mid-year Treasury MYEFO update, this is a frightening document that points to a collapse in government revenues of 20 per cent in 2015 relative to the budget, and reveals 2015 expenditure reductions of 37% in health, 36% in infrastructure and 30% in education, areas the government said would be protected. The combined budget deficits over the last three years of 24% of GDP are the largest for a three year period in PNG’s history. The Final Budget Outcome ( FBO ) is one of four key budget documents each year and must be released by 31 March. The 2015 FBO is a comprehensive document that fills in many of the gaps of the 2016 budget, including finally providing detail on where cuts were made in the Supplementary Budget. O'NEILL'S SECRET LOAN FROM IMF/WORLD BANK SEEN AS LAST RESORT TO PROP FAILING ECONOMY

by MICHAEL JOSEPH PASSINGAN The foreign banking system is bringing more bad news for Papua New Guineans suffering under the corruption, waste and reckless financial and economic management of the O’Neill Regime. The International Monetary Fund, an arm of the World Bank, is lending almost K1 billion so commercial banks – BSP plus the two main foreign-owned banks ANZ and Westpac – can prop up the bankrupt government of Peter O’Neill. The fact that the IMF is a lender of last resort to failed economies illustrates exactly how bad the nation’s economic and financial problems are. The fact that the O’Neill Regime and the Bank of Papua New Guinea are keeping this loan secret adds to the fears that is a very bad deal for Papua New Guinea. The K1 billion, to be managed by the central bank, will allow the commercial banks to continue to buy government investments such as Treasury Bills, Inscribed Stock and Central Bank Bills, and possibly lend more money to State-Owned Enterprises.

Data released this month by the Bank of Papua New Guinea shows their statements about the price PNG receives for its LNG are completely untrue. Compare these statements with the truth as revealed by the central bank in the accompanying graph: "The drop in the oil price will not affect LNG revenues as we have forward contracts in place that are set at fixed pricing formula" - Peter O’Neill, January, 2015.” “[Polye claims] that Papua New Guinea will receive substantially less income from LNG sales and this is simply not true. PNG LNG exports and prices are predominantly locked into long-term forward sales contracts. In simple terms this means that PNG will receive the same price for LNG.” Isaac Lupari, December 2014. O’Neill and Lupari have told so many lies they no longer know what truth is. Their constant lying brings the Office of the Prime Mini
