CASE OF PAUL TIENSTAN IS NOT THE SAME AS THAT OF PM PETER O'NEILL, JAMES MARAPE, DON POLYE AND STEVEN GIBSON

Paul Tienstan's Case

A project submission was made by Eremas Watoto for funding from the State. Paul Tienstan, as the then Minister for National Planning, made a footnote on the submission for payment which resulted in the payment of K10 Million.

The payment of K10 Million is considered to be illegal. Hence, criminal complaint was laid, charges were laid against Paul Tienstan.

The Court found him guilty as charged and is awaiting penalty.

Note: It was only for Paul Tienstan's making a footnote on a project submission.

PM Peter O'Neill's Case.

A letter is alleged to have originated from his Office bearing his signature for the payment of the most talked about K71.8 Million.

This is different to that of Paul Tienstan's case whereby Paul Tienstan made a footnote on a project submission and PM Peter O'Neill wrote a letter.

James Marape's Case

James Marape, the Minister for Finance, made a footnote on the alleged letter of PM O'Neill for the then Secretary for Finance Mr. Steven Gibson and passed the letter to him. James Marape also wrote an internal memo to the then Secretary for Finance, Steven Gibson to effect the payment as per the direction of the PM in his alleged letter.

James Marape also wrote a letter to the then Secretary for Treasury to issue the warrants.

This is something extra than making the footnote as in Paul Tienstan's case.

Don Polye's Case.

The case for Don Polye, the Minister for Treasury is the same as James Marape in that he wrote letter to the then Secretary for Treasury to issue the warrants in line with the direction from the PM's alleged letter.

Steven Gibson's Case

Steven Gibson made the footnotes on the alleged letter from PM and the internal memo from James Marape which was directed at him and directed the line officers of the Department of Finance to make the payment. He even wrote a letter to the then Secretary for Treasury to issue warrants and wrote another letter to the Attorney General seeking immediate clearance for the payment.

This is something more than that of Paul Tienstan.
