PNG HERST Minister David Arore Falls Flat On His Face Again

By CONCERNED ACADEMIC

It was a simple promise, whose fulfilment might have finally brought UNITECH Saga to a close.    In December, HERST Minister David Arore promised the nation on EMTV that as soon as the festive holiday season was over, he would release the contents of the infamous Sevua report.

At last it seemed that the 2 year old UNITECH saga might end, by fulfilling a simple promise!   All the Minister had to do was email the HERST website administrator, tell that fellow to upload the Sevua
onto the HERST web page, then attach an electronic copy of the report before before sending off the email.   Simple!  Mission accomplished!

Following that, Minister Arore could proudly boast that he done his part to end UNITECH Saga.  Most importantly, UNITECH's students and honest staff and teachers would finally feel that Minister Arore had
taken the side of justice, as Albert Schram was reinstated as the resident Vice Chancellor of UNITECH.  Releasing the Sevua report would achieve this since the contents would make it clear to everyone that
not one of the report's recommendations advises any change in the status of Dr Albert Schram as the legitimate VC of UNITECH.

It was David Arore's big chance.   And he blew it!

Instead of fulfilling his promise to release the Sevua report, Arore did nothing, adding to the previous 9 months when he's been doing nothing with the report.   Anyone with logical thinking can figure out that keeping the report under wraps was bringing us closer and closer to a blowup.   But Minister Arore's brain doesn't seem to figure any of that out.

Now, thanks to Arore's ineptness, everything has fallen back to square 1 on UNITECH Saga.   Snaky former Pro-Chancellor Ralph Saulep is whinging to the media again. Sir Nagora Bogan and Judge Mark Sevua have told him to shut up in their own articles, noting that Ralph Sevua, Philip Stagg, and Misty Baloiloi shouldn't use VC Albert Schram to divert attention from their role in the massive mismanagement of
UNITECH under their leadership.

Yes, UNITECH Saga is back to square 1 again and it's all because of the David Arore's complete incompetence.   He has proven that he can't do anything proactively, much less keep promises.   He's a liar who'll say whatever he thinks will let him escape problems instead of solving them.   One truly wonders if this man ever completed any class he taught when he was a high school teacher in Popondetta!

Arore's latest disaster should hardly be a surprise to others in the O'Neill government.   More than once his political allies tried to get him out of UNITECH Saga messes he created for himself.  For example Peter O'Neill intervened over a year ago to establish the Sevua investigation.   A few months later, Minister Don Polye gave stabilising influence over the HERST Ministry while friend Arore dealt (again!) with corruption allegations back in Oro.

None of this made any difference.  David Arore keeps screwing things up as he demonstrates zero ability to solve problems, much less manage an organisation as big as HERST.   And to think, this man pretends to
be the leader of all higher education in our country!

After so many stumbles, all of which bring laughter in return, David Arore has earned his solid credentials as a national clown.  In fact, he's probably the most prominent national clown since rock and roll PM Bill Skate embarrassed all PNG in the late 1990s as he danced the nights away with his Jack Daniels bottle in his hand as the kina collapsed.    Arore follows Skate in drinking his life away, but instead of watching the kina fall apart, David Arore watches the collapse of UPNG and UNITECH.

Clowns always pretend to know everything until they're caught red-handed knowing nothing.    Caught red-handed was exactly what happened when David Arore announced to the world that he was firing VC
Albert Schram.   In fact he can do nothing of the kind. Obviously Arore is ignorant of the UNITECH Act of 1986 to know that it is the Council, not the Minister, with powers to hire or fire the VC. UNITECH Council clearly stated that they want Albert Schram back on duty and come out with public advertisements to explain their legal power.

That's not to say that Arore's brain can't figure anything out because he seems to be quite good at finding new ways to be corrupt.   After he promised to release the Sevua report Arore probably figured out that if he made the report public, everyone would see that Albert Schram should come back as VC.   Not good for Arore!  For one thing, he doesn't want smart, questioning people around him, preferring puppets like David Kavanamur who say yessir yessir whenever Arore demands.    Arore also has a better chance of getting free drinks and free time at the pokies if he stays close to Schram-hating former UNITECH professor Narayan Gehlot.    Taking the side of Schram will piss off Gehlot and we all know Schram isn't so corrupt as to pay for Arore's drinking and gambling.  David Arore does whatever is most likely to benefit David Arore, which means helping the corrupt Gehlot, not Schram.

Each new misstep by David Arore gives added proof that Peter O'Neill depends on Arore's loyalty to stay in power a lot more than we all thought.  That's fine with Arore.   Sitting on his HERST throne, our HERST clown knows that as much as Peter O'Neill may scream at him, he'll never sack him.  That frees Arore to continue the verbal diarrhea that represents the only action he's capable of doing as HERST minister.   His pekpek wara words are flung at intellectuals far and wide, and rain down and splatter the upturned faces of hopeful university students and parents standing below.   But no matter how much of Arore's pekpek covers their faces, they still see the obvious:  they just paid another big increase in school fees without seeing any
campus improvements in return that will improve student learning.

Distorted priorities of the kind David Arore would love can be seen everywhere at UNITECH and UPNG.   Cutting the lawn grass is higher priority than cleaning and repainting filthy labs and classrooms in university buildings.  Buying new vehicles for management to drive around in is more important than fixing air conditioners in steamy, small windowed classrooms.   Paying for expensive welcome banners is more important than hiring short term help to handle student inquiries at registration and keep the lines tolerable.   Making sure that big shot visitors to the university are well fed is more important than ensuring the students themselves are getting edible food.

Why is resurfacing roads at UNITECH of higher priority than buying new books for the library?  What does this suspiciously timed road construction have to do with improving student education?   How many hundred student computers could have been bought with that road construction money?

The crazy decisions being made at our universities reflects David Arore's own emphasis on delivering any kind of superficial bilas that might impress people.  He could give a rat's ass about whether students are fainting in overheated classrooms or the quality of food they get in the mess. It's more important for him to pay for a fancy road for the university. He shares the same contempt for our students as does the university management of UPNG and UNITECH. Ask the students how they've been treated this past week and how much sympathy has been shown to them as they struggle to put together the extra money now demanded of them by the university.    They don't care.

David Arore looks at our students with contempt because he knows how easy it is to keep them quiet.   Arore and puppet Kavanamur will continue telling university students and staff alike that everything is going great and that students should lus tingting that they just paid a few thousand more kina to the government this year and won't get anything new in return. Honour your parents. Focus on your studies. Let politicians do the politics. All these are common slogans used to keep students from realising that the education they're getting from UPNG and UNITECH is the shits by world standards and getting worse! Despite all the stories we hear about student power making change all over the world, David Arore knows that our university students are timid and that student leaders are easily manipulated, outmaneuvered, or bribe, just like what happened with the UNITECH SRC president last year. In the end, Arore wins.

This HERST clown may succeed at fooling the students but he doesn't fool the intellectuals of PNG anymore nor does he fool foreign donors.   The potentially large sums of donor money that were on line to restore PNG's universities to their former glory have dried up because no one trusts Arore to manage money properly. Now Arore must rely exclusively on the PNG government budget allocation to support higher
education, but he makes sure that the money given out as infrastructure contracts is structured to give under the table kickbacks for Arore and his friends, or which utilise construction firms owned by O'Neill government politicians.

We are destroying the futures of our future generations by allowing banana republic clowns like David Arore run our PNG universities down the toilet.   As long as David Arore remains minister of HERST, he will remain an embarrassment to the nation and our students education will continue to get worse.  God have mercy that we do nothing to stop this disaster.
