PM in denial and another smear campaign begins.

Acting Deputy Police Commissioner Operations, Jim Andrews and Acting Police commi ssioner Geoffrey Vaki suspended Thomas Eluh who has emerged as a major player, into trying to arrest the Prime Minister. He said government cabinet ministers conspired with the prime minister to have him suspended.
Mr. Eluh described his suspension as a blatant breach of the court process, adding it is a sad day for Papua New Guinea. Mr. Eluh has re-iterated his call for Prime Minister Peter O' Neil to go to court and clear his name instead of trying to justify himself in the media. "What is it that is making it hard for our good Prime Minister to turn up and be answerable to the law like everybody else? Mr. Eluh is a very senior officer in almost 40 years of police service with a lot of experience.

Meanwhile James Marape has brought in the PPC from Hela, Mr Mark Yangen to replace ACP Thomas Eluh. Mr. Yangen has 2 wives. One from Ialibu and the other from Pangia. We still don’t know how much knowledge and experience Mr. Yangen has to take Mr. Eluh’s job or is he here for political convenience?
The man who suspended Mr. Eluh was Jim Andrews. Mr. Andrews during 2012 election was in Southern Highlands to ensure Prime Minister Peter O’Neil to have him seat declared 1st winner in the election on primary counts in order for O'Neil to form government.

Geoffrey Vagi, the acting Police Commissioner appointed by NEC after PM as about to be served with Arrest warrant. Mr. Vaki was out of the force and on the street. Augustine Mano and Paul Paraka Looked after him as he was in the command hierarchy when he was in the force. Paraka and Mano are close to O’Neil.

Sam Bonner, Lawyer representing Geoffrey Vaki was the police legal officer who started brief out to Paraka Lawyers in 2001/2002. When Bonner became a private Lawyer, he facilitated some of Parakas fraudulent payments through his law firms trust account. Sam Bonners small brother, Billy Bonner works with Paraka Lawyers as Files Manager/Lawyer.
Prime Minister has been given 21 days’ notice by Ombudsmen Commission for potential breach of laws in the UBS loan. He hasn’t responded to their notice and he got more than 5 or 6 days left before he is prosecuted by Ombudsmen Commission.
The state of the Economy.
PNG Government HAS OBTAINED K6 BILLION FROM China’s Exim Bank. The loan was taken to build overly inflated projects such as pacific games, NCD roads like Gerehu-Baruni, Lae-Nadzap 4-lane highway.

However, insiders are saying that K4Billion of the K6Billions dissipated somewhere in Singapore by the powerful people who brokered and approved the loan for the country. There is no eveidence of the money working in the country. It is believed that Less than K2Billion was merely given to China Railway group of Companies (China Railways Engineering, China Railway Construction, China Railway Operations etc.) for Lae-Nadzap Highway, and other “impact” projects the government has been embarking on since.
Both Exim bank loan and UBS were NEVER approved by Parliament, a mandatory requirement under section 209 of Constitution. Imagine K9billion worth of loans did not pass Parliament scrutiny. Peter O'Neill broke all laws and still is trying to find ways to taint the investigation. Can he face the law like everyone else?
Treasury has made 1st repayment to the UBS Loan last month. Shockingly, Insiders in Bank of Papua New Guinea are saying that the foreign reserves have been depleted at BPNG to facilitate foreign exchange. In a particular incident, the BPNG has not given out firm exchange rate for 5 days leaving all PNG commercial banks in limbo- would have been a total collapse of the economy if PNGs economy was open one operating on stockmarkets etc like other countries. The ANZ and Wespac Banks CEOs were in shock mode when that happened except for BSP CEO Rob Flamming.

Nobody knows what the TRUE national debt for PNG. The country has K6 Billion EXIM loan, K3 Billion UBS loans, World Bank’s, Latest K200 Million obtained from Bank of South Pacific for Public Service and other previous loans, it is still not certain how much debt the country has to pay.
However, the Treasurer of PNG, Mr. Patrick Pruiach in his speech to the UPNG students last month, has indicated that LNG revenues would not be ready until after 5 years which was the only outlook they used to obtain loans. So who will tell PNG how much debt and where wil the country get the money to pay for the loans?

Legality of Paul Paraka Bills.

Paul Paraka Lawyers did not have any outstanding legal bills from the State. Secondly, there was national Court injunction preventing any payments to Paul Paraka.
In early 2009, two separate requests valuing at K6.8million and K6.4million were made against the Independence state of PNG by Paul Paraka but the state has refused to pay through the injunction by Bire Kimisopa on the grounds that there was no outstanding payments for whatever services provided to the people of PNG as claimed by Paraka Lawyers.

In 2010 Paraka took the matter to Supreme Court to set aside the National Court injunction but the higher court refused and upheld the National courts decision.
However, Peter O'Neill and James Marape after 2012 approved the bills and directed payment. At that time O'Neill and Marape did not direct the bills to Department of Justice and Attorney General to verify or file taxation proceedings as is part of the normal vetting process for court related payments.
After the payments are done but they apparently were illegal and payments were made without due processes followed hence O'Neill directed criminal investigation into the payments to establish if there was fraud. Indeed, the payments were fraudulently paid to Paul Paraka and the Prime Minister appeared to have approved them in two (2) separate correspondences.
A copy of a January 2012 letter apparently bearing Mr O'Neill's signature has emerged, instructing the Finance Ministry to make the payment. Mr O'Neill says it is a forgery. But Taskforce Sweep had ordered an independent analysis of the signature and a Sydney-based company Forensic Document Services confirmed it was that of Mr O'Neill.

The other piece of "fresh evidence" was a subsequent letter, in which Mr O'Neill reportedly tried to explain the disputed authorisation letter – the same document he claims does not exist.
It is clear from Taskforce Sweep's explanation of the new evidence that recently-sacked treasurer Don Polye has played a hand, providing a sworn statement and documents to the investigators.
Now, when all is against him, he has taken another route. He is probed another Commission of Inquiry determine the Legality of the Paraka Bills- The same Paraka bills were subject of Amet Inquiry in 2006, Commission of Inquiry in 2008 and Investigative Task Force Sweep in May 2013.
Change of Organic law on Integrity of Political Party Before all, Prime Minister has successfully pushed for 2 major bills changed in Parliament. First one was the 18 months grace period to 30 months and reducing the parliament sitting days in a year from 64 days to 44(to be confirmed).
Second bill was the Integrity Bill on Polical parties. He was proposing that the political party that was invited by the Speaker to form government after general elections would be given the first preference to form the next government if vote-of-no-confidence ever occurred.
Thus PMs PNC being the largest party in the current parliament, it was aimed that PM remained in Power until the next general elections.

However, this proposal was rejected by people within the government and also due to numerical figures required to pass the bill in parliament, PM has asked Dr. Gelu, the registrar of Political parties to instigate the move. The reward for Dr. Gelu doing that was to be appointed the next Electoral Commissioner which was believed to be Dr. Gelu's dream job.

Amongst all the madness and unthinkable turn of events in PNG, it won’t be a surprise if PM and the NEC issue a directive to carry out a smear campaigns to have accounts checked for Mr. Koim, Kulunga, Kaupa, Eluh. But frankly, these men are always in country and they won’t have the havens like Parliament where Mr. O’Neil spent more than 5 hours when he heard that police were out to arrest him. They are always available BUT WHAT IS THE RUSH? IS THIS TO THROW MUD AT THE REAL ISSUE OF PRIME MINISTER BEING ARRESTED?

In the history of PNG, the worst Prime Minister ever to reign on the land was Bill Skate founder of Peoples National Congress of the current Prime Minister is the leader. He left the office with huge national debts, Kina dropped its value to $0.16 equivalence at the foreign exchange.
From the rumour mill, Prime Minister and Jimmy Maladina are doing everything under the sun to evade justice. The court case for the Prime Ministers arrest is to be determined this coming Wednesday.
