A personal account of the UPNG tensions

I was an observer at UPNG Forum before yesterday (08th July, 2014) and witnessed the Students Clash in its entirety. As such, I join other fellow PNG citizen who shared re this matter herein and hereunder is my testament.

Awaiting declaration of the University of Papua New Guinea (UPNG) ‘VOTE OF REFERENDUM’ results by the Papua New Guinea Electrical Commission (PNGEC) and/or UPNG Administration at the UPNG Forum Square at about 12.00 Noon, students amicably and in an orderly fashion discussed issues pertaining to the current PARAKAGATE SAGA. The dismissed UPNG Students Representative Council (SRC) MR. BOBBY YUPI was seated at the Forum Car Park area with ‘FEW SELECTIVE’ Southern Highlands Province and Hela Province male students. I stood there next to them with handful of my friends. Mr. Yupi and his men were not heedful of the ongoing discussion at the Forum Square something which I conceived as unbecoming of the UPNG SRC President. They sit in an organized back-to-back fashion telling stories seemingly, a serious discussion.

I listened attentively to the views of the Student Leaders who spoke at the said ongoing forum. In the course of discussion, Mr. Yupi’s name was mentioned. Mr. Yupi and his men were angered by this just the mention of Mr. Yupi’s name and they suddenly rose-up with angry/offensive words aimed at the said General Student Body at the Forum Square and physically walked towards them whereby they staged a verbal-fight and attempted fist-fight. I stood so amazed to see how the demised SRC President Mr. Yupi could scoop far too low and acted in such a highly unprofessional behavior.

Thereafter about 30 minutes of such Mr. Yupi and his men retreated back to their base (Forum Car Park). There a vehicle loaded with longest of Bush- Knives and Guns awaited them. It was all well-planned. Mr. Yupi took-out the first Bush-Knife and his men followed-suit. Mr. Yupi raised his Bush-Knife in the air as a Leader of a fighting-troop would do and all his rouge men’s Bush-Knives and Guns went-up the air. Mr. Yupi thereof pointed his weapon at the said General Student Body at Forum Square, (a signal for attack) and so they attacked. The General Student Body and UPNG Staff or even the animals such as pigs and dogs (if any) fled for their lives! UPNG turned into a Crime-Scene or a War-Zone thereafter.

SHOCK is the word I must use to depict my situation. It was like the ‘BRAVEHEART MOVIE SCENE’ whereby the Actor Mel Gibson led his men against the uprising-enemy! I fled for my life towards the UPNG Mess area. I stood there and watched the all thing in awe! As I watched, all the Male students who fled Mr. Yupi & his men regrouped at the Mess area and some in front of the UPNG Library as Mr. Yupi and his men with loudest of war-cries stood back-to-back at the Forum Car Park area ready to cut or shoot whosoever come their way. The UPNG Security Force (UniForce) could not help for they were unarmed and outnumbered.

MR. YUPI AND HIS MEN HAD A ‘CRIMINAL INTENTION’ AND THEY EXECUTED THAT INTENTION. MR. YUPI STOOD-OUT AS A CRIMINAL RING-LEADER OF THE ROGUE CRIMINAL-MINDED MEN.

As I watched, the number of General UPNG Male students at the said Mess and Library areas increased. It seemed the entire UPNG Male Students Population was there except the Criminal Ring-Leader Mr. Yupi and his Rogue Criminal men. They collected whatever stones, sticks and iron bars they could see on the ground and attached Mr. Yupi and his rogue men. It was like a mighty flood which Mr. Yupi and his rogue men could no longer withstand with their weapons or men-power. They fired several gun shots at those Students who went forefront but fortunately bullets penetrated no one. They fled for lives towards the UPNG Security Base area as the Male Population (also girls I saw some) attacked them with no mercy! They were like roaring Lions attacking their prey! I could no longer hold back the tears of patriotism as these mighty Patriots put their lives on the line for the country to fight few corrupted Students who have accepted ‘BRIBERY’ from the corrupted Prime Minister Peter O’ Neil to stop, suppress or go against the ‘UPNG’s Fight Against Corrupt O’ Neil-Dion Regime.’

Consequently, the NCD Waigani-Gerehu Road was blocked putting traffic in chaos. Police responded swiftly under the leadership of NCD Acting Metropolitan Superintendent N’Dranou Perou’ and blocked the UPNG Logo Roundabout and formed barricade. Mr. Yupi and his rogue men quickly gave-in to the hands of the Police and sought refuge therein. Unbelievably, the General UPNG Student Body did not even fear the Police Force and their guns! They pushed through the Police Barricade and even throw stones and sticks at Mr. Perou and his men. The Police retaliated by firing tear-gas, fire-works and several gun shots at the Students but they have not backed-down nor feared or fled the Police gun-fires. I heard such war cry from the students and I cote:

“WE SAID WE WILL DIE FOR OUR COUNTRY AND THIS IS THE TIME, SHOOT US!”
They pushed through and through however, more Police reinforcements came in and finally they stood-down. They stood-down not merely out of respect and fear but with a condition and not only just a condition but assurance attached to it and this is what the students told NCD Acting Metropolitan Superintendent N’Dranou Perou’ and all his Police Personnel stood there plus the UniForce Personnel and I cote herein:

WE THE UPNG STUDENTS WILL NOT MERELY BACK-DOWN AND STOP THIS WAR UNTIL AND UNLESS YOU (POLICE FORCE IN CORPORATION WITH UNIFORCE) GIVE US AN ‘ASSURANCE’ THAT THE CRIMINAL RING-LEADER MR. BOBBY YUPI (DEMISED UPNG SRC PRESIDENT) AND HIS ROGUE CRIMINAL MEN WILL BE ARRESTED AND CHARGED FOR THE FOLLOWING OFFENSES:
(a) ‘ATTEMPTED MURDER’ CONTRAVENING SECTION 304 OF THE CRIMINAL CODE ACT 1974;
(b) ‘SMUGGLING UNDER ARMS OR IN DISGUISE. CONTRAVENING SECTION 69 OF THE CRIMINAL CODE ACT 1974;
(c) UNLAWFUL PROCESSIONS OF FIREARMS & DANGEROUS WEAPON (BUSH-KNIVES) CONTRAVENING SECTION 78 OF THE CRIMINAL CODE ACT 1974;
(d) ‘UNLAWFUL ASSEMBLY’ CONTRAVENING SECTION 63 OF THE CRIMINAL CODE ACT 1974

They told the Police Force (NCD Acting Metropolitan Superintendent N’Dranou Perou’) that the above offenses were committed in the day-light right in front or in the eyes of the 7 000 plus UPNG Students and each one of them are the witnesses. They said these offenses will be proven ‘Beyond Reasonable Doubt’ in a ‘Court of Law’ and their (Police Force) task is to arrest and charge them as usual.

However, the NCD Acting Metropolitan Superintendent N’Dranou Perou’ in response advised the UPNG Students to write Police Witness Statements and send it to him or his Department and refused to effect immediate arrest and charge against Mr. Yupi and his rogue Criminal men. Mr. Perou said he will effect arrest and lay relevant charges upon presentation of the Police Witness Statements by the Students.
The Students with mixture of satisfaction and dissatisfaction stood-down and left to the UPNG Forum Square to reorganize. The dissatisfaction is that the NCD Acting Metropolitan Superintendent N’Dranou Perou’ and his men miserably failed to perform their Constitutional Duty by effecting immediate arrest on Mr. Yupi and his rogue men who were with them in refuge. (A similar acts that of Police’s refusal to arrest Peter O’ Neil). The Satisfaction is that Mr. Perou’ assured them to effect arrest and lay charges based upon their Police Witness Statements.

I’ am short-fall of words to describe the all incident. It was indeed a Mini Civil-War which the PNG Media Outlets misconceived and misreported the matter in many ways. Most female students and some male Students were badly traumatized and fled for their homes. The Campus is about one-third empty Mr. Bobby Yupi and his rogue men have camped at UPNG Security Base area guarded by Police Force following the incident and this is the third day of their camping. They have slept outside on the grass or awake all night for fear of attack and I do not know where they are eating. I know they are under Peter O’ Neil’s funding and needless to say they might be starving.

One thing that saddens me as a Citizen of PNG is that unlike PNG’s past, Police under O’ Neil-Dion government are not performing their Constitutional Duties. The demised UPNG SRC President Mr. Yupi and his rogue men have had committed serious (indictable) Criminal Offenses contravening aforesaid provisions of the PNG Criminal Code Act but they are not effecting arrest, instead projecting them from harm. NCD Acting Metropolitan Superintendent N’Dranou Perou’ response to aggrieved UPNG Students was bad-mannered. He even did not conclude his speech properly.

“IT SEEMS THAT THE PAPUA NEW GUINEA ROYAL CONSTABULARY IS NOT ENFORCING THE ‘RULE OF LAW’ AGAINST PM PETER O’ NEIL AND HIS SUPPORTERS IN PAPUA NEW GUINEA. IT IS RUNNING LIKE A PETER O NEIL’S PRIVATE SECURITY FIRM.”

Today (July 10th 2014) the UPNG Students have written their Police Witness Statements against Mr. Yupi and his rogue criminal men. I’ am going to send this my report also to the Police and UPNG Students Disciplinary Council (SDC) in support of their move as I ‘am one of the key witnesses to Mr. Yupi and his rogue criminal men's prosecution.

Yesterday (09th of July, 2014) the University of Papua New Guinea Students Representative Council Members met and removed Mr. Bobby Yupi as the UPNG SRC President and elected the Male Vice President as the Acting SRC President. It was officially declared yesterday and Mr. Bobby is no longer the UPNG SRC President.

Given the referral of Mr. Bobby Yupi’s (Former UPNG SRC President) to the Police Force and UniForce or UPNG SDC today, he cease to become UPNG SRC President and his removal yesterday by the SRC Council Members is in anticipation of this and also they applied their powers under the SRC Constitution.
The change of UPNG SRC Leadership now has placed University of Papua New Guinea in a better position to remove Corrupt Thief and a Liar PM Peter O’ Neil out of the Country’s Prime Minister’s Office and I call upon other sister Universities, the Trade Unions, Non-Government Organizations, Activists, and the 7.5 Million people of Papua New Guinea to support and stand with the University of Papua New Guinea and remove this ‘EVIL’ in the PNG Prime Minister’s Seat!
