In Papua New Guinea, for far too many years prior to and following the advent of the internet introduced late to PNG in 1998, many prominent Papua New Guinean political leaders have not been exposed by mainstream media for any alleged misconduct in office if allegations or evidence involved any issue considered personal.

The mainstream print media in particular shied away from exposing political leaders for alleged misconduct in office by naming them and subjecting them to public scrutiny by holding them accountable under the Leadership Code if the issue was of a 'personal' nature possibly because of potential 'payback' or revenge by the political leaders supporters.

Those days are long gone, thanks to Digicel and the explosion of PNG social media; and also proxy servers via which it is impossible to trace an internet user who for security reasons does not want to be traced, however people who use their real names online are subject to attack by irate and often idiotic supporters of different pollies who prefer to keep their private life private.

The mainstream media has been known to be bought off easily and easily scared of any potentially dangerous and violent repercussions for daring to expose the private life of a political leader. Their excuse if you asked the Editors why they declined to investigate and expose these leaders? Sore long famili blo lida ya!

Thank God for social media, but even most well informed social media users are not irresponsible to the extent that they will knowingly publish or allow to be published any material for public consumption if it is found to be a breach of moral, legal and also media ethics.

Usually if any information is found to be false and or offensive then it will be deleted promptly at the discretion of the social media admin or upon popular request or it will be publicly corrected by scores of people.

Recently the picture of a young woman, who later publicly came forward (named herself) and claimed that she was not the woman who allegedly had sex with three MP's, was uploaded to different social media forums and also to website PNG Blogs where it was subsequently deleted by admins, without being asked, after it was found to be false.

On a popular forum an admin promptly (within 5 minutes) deleted a PNG Blogs post he shared displaying the young womans picture. At no time did the admin name the woman and was upset to find out that he was named in the Post Courier as initially posting the picture. The admin shared the picture briefly on August 7th. The picture was initially uploaded on other forums on August 5th and deleted by admins who were never asked to delete the pictures but did so because it was the right thing to do. Are they guilty of defaming the young woman?      

Remember that Social media is self-regulating. WARNING: Nobody can effectively monitor social media 24/7 and ANYBODY who wants to hide their real ID can easily do so by hiding their IP address by using a proxy server. Logically and realistically surely admins cannot be held liable for the uncontrolled publications of other members posts and comments unless they refuse or fail upon the request by any aggrieved person to delete and or retract and apologize for someone elses publication on their post/thread or a site they admin. Somebody tell Australian lawyer Tiffany Twivey to tell that to Peter O'Neill.

Although sometimes the truth hurts, if it's the truth and a matter of public interest then it is not defamation - a word which has become a popular word of late. Made popular by Prime Minister Peter O'Neill when he threatened to sue Opposition Leader Belden Namah last year and then threatened to sue EMTV and journo Scott Waide and eventually settled on suing Social Media admins Noel Anjo and Sonja Ramoi instead for alleged defamation of his reputation which by the way was already brought into disrepute by his alleged involvement in the NPF saga, long before Parakagate, in the nineties.

But that's another story, the story here is about the reputation of PNG 'playboy' politicians accused of committing adultery (somebody ask Tiffany Twivey about it) and whether or not telling the truth about them in public might see you (depending on who you are) arrested and charged under the criminal code for allegedly spreading false information (like the poor radio announcer who recently cracked a joke on air about the police) or sued civilly for defamation or maybe shot.

BE aware of Section 19 of the Defamation Act

19. DEFAMATION OF MEMBERS OF PARLIAMENT BY STRANGERS.
A person, not being a member of the Parliament, who unlawfully publishes false or scandalous defamatory matter touching the conduct of a member or members of the Parliament as such is guilty of an offence.

Penalty: A fine not exceeding K1,000.00 or imprisonment for a term not exceeding two years, or both.

So how about this guy, in the picture (attached), with his arms around a young girl described as 'one of his many girlfriends' who is reportedly 16 (sixteen) years old but is in actual fact only 15 turning 16???

Is it defamatory in the interest of the public in exposing corruption, and suspected corrupt practices by married and supposedly monagamous or even polygamous politicans, to publish the picture because the picture which may be just an inappropriate display of behaviour and not a suspected case of carnal knowledge with a minor. We say no.

The guy in the picture (attached), is Gulf Governor Havilo Kavo who is currently facing misappropriation charge, for which the primary complainant is Mark Maipakai, that Kavo dishonestly applied for and used K131,338 of funds belonging to landowners in Kikori'. Maipakai is also facing charges.

A prominent case of alleged adultery involves Governor for Central Kila Haoda, the member a married man who has reportedly been married to his wife Dika since 1971. They reportedly have 5 children of their own and grandchildren.

Kila and Dika reportedly owned Kisere Trading in Kimbe. They then reportedly relocated their business to Gaire Village and NCD where they reportedly own March Girls Resort which was reportedly named after their daughters who were reportedly all born in the month of March. 

Kila earlier this year was alleged to be having an affair with (named), a Samoan who was married to a Barakau man, now deceased.

The Samoan (named) works in the Education Department's Guidance Office in NCD.  The Samoan, whose position with the Education department was revealed to this writer, has reportedly 'been having an affair for quite a while' with the married Grandfather. 

Dika was reportedly not happy about the relationship. Who would be? On one hand, Dika like many faithful PNG women "doesn't want to destroy her husband", whilst on the other hand, she does not want Kila to continue with (named).  "When she confronts Kila, Kila tells her that other MP's are doing it so Dika should accept his affair with (named)", an inside informant said.

It was revealed that Dika wrote a letter to both Kila and (named) asking them to stop their relationship. Very civil of her! Unlike many other PNG women who would have probably flown into a murderous rage! In the letter, it was said that Dika 'reminded them Kila is a leader and for him to continue with the affair will demean his position as Governor and MP'. 

The inside informant also revealed:

"She advised them that if they continue, she'll go to Court.  Apparently, Kila and (named) havent stopped. Dika is doing her best but as they continue, Dika is going through a difficult time.  She wants them to stop." 

"Her attempts to sort the matter out peacefully does not seem to be producing results.  She thinks about going to Court but she doesn't want to destroy her husband - but she doesn't want her husband in the relationship with (named)."

Will publishing this matter online help Dika and other MP's wives who have been or are being betrayed by their husband politicians?

Should wives remain silent to protect their husbands political career when the wives are also subject to the Leadership Code?

The big question is how many people know about the possibly underage 16 year old girl who the Gulf Governor Havila Kavo has his arms around in the picture (attached) and whom depending on evidence such as the girls birth certificate and testimony may be charged with carnal knowledge and dismissed as a member of parliament and not just accused of inappropriate behaviour??

Many more have been named. At the top of the list is Prime Minister Peter O'Neill, Deputy Prime Minister Leon Dion (facing a charge of carnal knowledge), then follows Puka Temu named in an adultery case with a waitress, Health Minister Micheal Malabag (who publicly called his wife an arsehole after she recently revealed his affair online), the three recently accused of having sex with the same woman: First term Telefomin MP, Solan Mirisim, Kokopo MP and also a first term MP, Ereman Tobaining (Jnr) and Komo Margarima MP Francis Potape. The latest: Nixon Duban, William Duma, Douglas Tomeriesi & James Marape. Who else?
