CONSPIRACY TO DEFEAT NO CONFIDENCE MOTION

Immediately after the Supreme Court handed down its ruling for Parliament to be recalled within 5 days, the Speaker, Hon Theo Zurenuoc acted swiftly and issued a notice circulated in all mediums to recall Parliament, while the PM said he was going to seek further legal advise on the implications of the decision. PM O'Neill thought that he would use the Speaker to rebuff the Supreme Court decision on the basis that the Court does not have the authority to order Parliament.

 However, the Speaker's decision to expedite the motion has put the PNC camp under extreme pressure. PM O'Neill did not travel to Solomon Islands to attend the MSG Meeting. He was full at work since the decision was handed down on Tuesday. A substantial amount of money had been used to bring in MPs. The Kumul jet and helicopters were used to bring in MPs closely attached to PM. The Supreme Court decision, as circulated in the social media, is very clear. 

The Supreme Court nullified the Acting Speaker's decision to reject the motion and avoid it, and instead the Court ordered that the Clerk table the motion in the notice paper. The Court also ordered that the Speaker facilitate the tabling, debating and voting of the motion in accordance with section 111,112 and 145 of the Constitution. The Speaker knows that the appropriate thing to do this afternoon is to announce that the Notice of Motion for a Vote of No-Confidence in the Prime Minister has been given in the Notice Paper and Parliament has to adjourn for 7 days when the Motion will be debated and voted upon.

 That is the obligation imposed on him by the Court Order and the Constitution. It is understood the Opposition with their lawyers have had extensive discussions with the Speaker yesterday but it seems the Speaker had been conditioned by O'Neill to take the vote today. The Speaker attended his Government caucus meeting yesterday and who knows what they decided on. The Speaker, who had been openly promoting his religious faith in Parliament, is now put to test whether he would be following the law or following Peter O'Neill. This is the real test. 

The PNC camp knows that any more delay after today is disastrous and they want the vote to be taken. That will only be possible if the Speaker breaks the law and court orders to facilitate the motion today. PNG is watching the Preacher Speaker keenly.
