Officials of GRAM  [Guangdong Rising Asset Management][ The New Owners of Pan Aust  Ltd] Charged  Under Official Corruption in CHINA. Over the week end while in Singapore I received new of grave concern regarding the arrest on corruption Charges against the   Chairman and a number of leading  Directors of Guangdong Asset Management Ltd. It was reported over the week end that on Saturday the 17th of this Month the Guandong Prosecutors office arrested Mr.Xie Liang who is the Party member and Deputy General Manager of GRAM for official corruption.  It was also reported that GRAM is one of 13 Companies in Guagnadong under investigation by the Office of Public Prosecutor for stock Market manupulation.  In September last year Mr.Zhong Jin Song the Former General Manager of GRAM was cited by the Party for serious disciplinary violation and in January this year , the ex  Chairman of GRAM Mr.Li Jin Ming was expelled from the Party due also to serious violation and Disciplinary  issues. PARAKAGATE - ANO PALA ALLEGEDLY CONSPIRED WITH PETER O’NEILL & OTHERS

by SONJA BARRY RAMOI IN THE SUPREME COURT OF JUSTICE of Papua New Guinea, Attorney General & Minister for Justice Ano Pala’s application for orders to restrain the then Commissioner of Police Geoffrey Vaki and the Royal Papua New Guinea Constabulary from arresting him was heard by His Honour Justice George Manuhu earlier this week, over a two day period, on Tuesday the 27th & Wednesday the 28th of October 2015. In the matter listed as ‘SCM NO. 26 OF 2015’, His Worship Presiding Magistrate Cosmas Bidar was named as First Respondent, the then Commissioner of Police Geoffrey Vaki as Second Respondent, and The Independent State of Papua New Guinea as Third Respondent. In handing down his Ruling, His Honour Justice Manuhu cited the following cases: Wari Mugining v R [1975] PNGLR 352, Rimbink Pato v Anthony Manjin (1999) SC62, Eremas Wartoto v The State (2015) SC1411; and stated: “This is an application by the Appellant made pursuant to Section 5 (1) (b) of the Supreme Court

However they couldn't really explain why or how it was being done. I also noted a number of instances where credits on my own phone seemed to vanish into thin air. So I decided to take time out from my rather busy schedule exposing and deposing corruption of public funds to look into whether there was any truth in the allegations that Digicel has been stealing from it's customers. What I uncovered was quite concerning, rather serious allegations that Digicel has committed deceptive and unfair practice of defrauding it's pre-paid customers who subscribe to their Mobile Data Plan Service. MOTION - SIGNED, SEALED AND DELIVERED

by BRYAN KRAMER   Yesterday  (Wednesday 28/10/15) Opposition has delivered on their promise to move a Motion of No Confidence against the Prime Minister Peter O'Neill. Opposition held a press conference today before serving the motion on the Acting Speaker Aide Ganasi who is the chairman of Private Business Committee (PBC). In accordance with the Standing Orders of Parliament the PBC will vet the motion to ensure it has complied with constitutional requirement s; giving no less than 1 weeks notice; signed by at least 12 MPs; nominating the next Prime Minister and is of national importance. The Clerk of Parliament will verify the signatories before it is considered by the Committee. Once approved it will be delivered back to the Clerk to list on the Notice Paper possibly for next Thursday's sitting. by BRYAN KRAMER This Part 2 of a two part series providing an insight into the looming vote of no confidence (VNC) against Peter O'Neill planned by the Opposition during the current session of Parliament. Part 1 covered the constitutional and procedural process that must be followed before Parliament may consider a VNC. To recap, the Constitution (section 145) stipulates that a motion of VNC may be proposed by any member of Parliament; however it must name the next Prime Minister, be signed by no less than 12 MPs, and give no less than one week’s notice in accordance with the standing orders of Parliament. Standing Orders stipulate the notice of VNC must be delivered to the Speaker of Parliament and tabled before Private Business Committee on a Wednesday to determine the motion is of national importance. by BRYAN KRAMER A hot political issue right now is the looming vote of no confidence against the O'Neill Government. It's an issue I have been tracking for some time and carried out a degree of research into. So will the Opposition succeed? Well it may not succeed in changing the Government but it may initiate a course of action that just succeed in removing Peter O'Neill as the head of the Government. On October 12, Grand Chief Sir Michael Somare dropped a political bombshell announcing he had tendered his resignation from the National Alliance Party. It was reported Somare was concerned about how the economy was being mismanaged. He could not remain in the Party that supported the O'Neill Government and what he termed as the habitual illegal and negligent actions of Peter O'Neill as the Prime Minister.
